Application Z-TA-5-19-8: Amend Section 608.E.8. (Residence Districts) of the Phoenix
Zoning Ordinance to expand the Infill Development District (IDD) boundary.

BACKGROUND/ANALYSIS
The Infill Development District (IDD) provides incentives for redevelopment. Section
608.F.8. of the Phoenix Zoning Ordinance provides a Single-Family Attached
development option, Section 702.E.9. provides for parking reductions in the IDD, and
Section 708.M.2. permits interim vacant land uses in the IDD with a use permit. There
are also infill policies approved by the City Council in November 2013 that incorporate
flexibility in standard development requirements as summarized on the attached Exhibit
B.

The Planning Commission approved initiation of this Text Amendment on September 5,
2019. The proposed expansion consists of two areas: the Housing/PPD area and the
AVN area.
The Housing Department’s expansion area includes the Edison-Eastlake Choice
Neighborhoods area (See Exhibit C). Expanding infill policies in this area supports this
community’s plan which pursues redevelopment of vacant lots with appropriate uses as
part of a multilevel initiative to reinvest in the area. Staff has also included an area
northwest of the Choice Neighborhoods area to fill in the gap between the existing
boundary and the Interstate 10 freeway. This area falls within the Garfield neighborhood
and the Eastlake-Garfield Transit Oriented Development (TOD) District. The inclusion of
this northern portion of Garfield will afford properties in this area the same opportunities
as in the rest of the neighborhood.
The Aviation Department’s expansion area includes land within the Land Reuse
Strategy (LRS) program. The LRS is a redevelopment program developed for Sky
Harbor noise mitigation land west of the airport. It “envisions new and vibrant uses for
the land west of Phoenix Sky Harbor” with goals to “stabilize and strengthen
neighborhoods,” “create a sense of identity and change perceptions,” and “expand
economic opportunity.” Phoenix City Council approved forwarding the LRS report to the

Federal Aviation Administration. The expansion of the IDD further into Aviation’s LRS
land will bring development incentives needed in the LRS.
The existing IDD Map is located both in the General Plan and within Section 608.F.8. of
the Phoenix Zoning Ordinance. If approved, this text amendment will replace the map in
Section 608.F.8. to include the two expansion areas as outlined in the above map and
as proposed in Exhibit A.
GENERAL PLAN CONFORMITY
CONNECT PEOPLE AND PLACES
INFILL; LAND USE PRINCIPLE: Support temporary creative neighborhood
uses for vacant properties and greyfields.
Vacant properties within the IDD can be used for creative interim uses such as
pocket parks, demonstration gardens, public playgrounds, meditation gardens,
public art displays and similar uses. Section 708.M.2. of the Phoenix Zoning
Ordinance permits interim vacant land uses in the IDD with a use permit.
Expansion of the IDD will open the two expansion areas to this option to activate
vacant land.
INFILL; LAND USE PRINCIPLE: Promote and encourage compatible infill
development with a mix of housing types in neighborhoods close to
employment centers, commercial areas, and where transit and
transportation alternatives exist.
The two expansion areas have vacant and underdeveloped land. The infill
policies promote growth and development in areas served by public transit and
existing infrastructure. They incorporate flexibility in standard development
policies to better align with the existing patterns of development such as smaller
lots and narrower streets.
AREA PLANS, OVERLAY DISTRICTS, AND INITIATIVES
Transit Oriented Development Strategic Policy Framework
The Transit Oriented Development (TOD) Strategic Policy Framework is part of the
city’s General Plan which identified planning typologies to describe urban
environments within a quarter mile of light rail stations. The plan notes that infill
development can be complex, therefore implementing the existing infill policies and
provisions within this TOD area will provide for additional relief on development
standards to incentivize development.

Eastlake-Garfield Transit Oriented Development District and Policy Plan
A portion of the proposed expansion area is located within the Eastlake-Garfield Transit
Oriented Development (TOD) District, the boundaries for which are Interstate 10 on the
east and north, 7th Street on the west, and the Union Pacific Railroad on the south. The
Policy Plan adopted for the Eastlake-Garfield TOD District provides a blueprint for fully
achieving the transformative potential of light rail in a sustainable manner. Changes
advocated in the plan can lower transportation costs for residents, create new business
opportunities, encourage active, healthy lifestyles, ensure Phoenix increases its
competitive advantage in the global marketplace, and improve prosperity by growing the
economy in locations with existing infrastructure and public services.
The plan envisions that vacant lots become clean, safe, and include efficient housing
through a large infill-housing initiative. The plan also notes that “Infill development has
covered the gaps, saved valuable space, and brought vibrancy back to the area.”
Additionally, one of the implementation strategies from the 2015– 2020 Action Plan is to
expand the infill development area to rezoned properties. This text amendment furthers
these goals by expanding the IDD within the entire Eastlake-Garfield TOD District.

CONCLUSION
Staff recommends approval as proposed in Exhibit A.
The two proposed expansion areas have vacant and underutilized properties that will
benefit from infill policies. The expansion of the IDD will facilitate reinvestment in
neighborhoods with existing infrastructure. Furthermore, the proposed text amendment
advances the purpose and intent of land use principles from the Phoenix General Plan,
as well as goals from the Transit Oriented Development Strategic Policy Framework
and Eastlake-Garfield Transit Oriented Development District Policy Plan.

BACKGROUND:
In November 2013, the City Council approved the lnfill Advisory Group’s technical
recommendations to remove barriers to infill development and incorporate flexibility in standard
development requirements. The goal is to promote growth and development in areas served
by light rail and existing public infrastructure. This handout summarizes and organizes all of
the technical recommendations into discipline categories. The effective date of these policies is
January 1, 2014.
CITYWIDE INFILL POLICIES:
Civil
• Requirement for Public Utility Easements on a PLAT are waived when the applicant
provides approval letter(s) from the associated utility agency.
• Low slope sewer taps are allowed with appropriate engineering calculations.
• A Grading and Drainage plan is not required when the sum of the additional impervious
surfaces is no greater than 2,000 square feet.
Fire
• Minimum fire line sizing is allowed.
Site/Landscape
• Combined Site/Landscape plans are allowed for lots less than two (2) net acres.
• Combined Inventory/Salvage/Landscape plans are allowed for sites less than five (5)
net acres in size.
Traffic
• Existing driveway widths are allowed to remain when traffic is not significantly increased
due to a change of use.
• Existing parking lots are allowed to remain as long as minimal parking lot changes are
proposed.
• New parking spaces can match existing spaces as long as less than 50 spaces are
being added.
• The following is allowed if less than 2,000 square feet of building is being added:
1) Waive requirement for driveway retrofits
2) Waive requirement for right-of-way and sidewalk dedications
3) Waive requirement for street improvements
• If a more intense use is not proposed, then the requirements to bring number of parking
spaces up to code for sites that do not meet the minimum required parking can be
waived.

INFILL POLICIES WITHIN THE INFILL DEVELOPMENT DISTRICT:
Civil/Water
• Pre-development versus post-development or first flush, whichever is greater, is allowed
for retention.
• Master meters are allowed for Single-Family Attached subdivisions.
• Zero lot line buildings in the Downtown Code area are allowed first flush retention.
Fire
• 16-foot fire access roads are allowed.
Site/Landscape
• Eliminate inventory/salvage requirement, unless the property has specific zoning
stipulations regarding existing trees/plants and as long as there are no trees in the right-
of-way that will be removed.
Solid Waste
• Specialized solid waste collection in smaller trucks is allowed in order to reduce the
turnaround requirements (reduced 30-foot clearance).
Traffic
• Alley access is allowed, if the alley is paved per city standards.
• Pedestrian and bike connectivity in traffic studies for Downtown Code and Infill
Development District must be included.
