(Residence Districts) of the Phoenix Zoning Ordinance to expand the boundary of the Infill Development District. VPC DISCUSSION & RECOMMENDED STIPULATIONS: This item was heard concurrently with GPA-SA-CC-19-8. Racelle Escolar, staff, began her presentation by clarifying issues that were brought up during the neighborhood meeting. Ms. Escolar shared that the request does not propose a construction project, to buy properties, require people to sell their property or change existing zoning districts. Ms. Escolar continued that the request is to expand the existing Infill Development District and will help develop vacant lots in the expanded areas. Ms. Escolar added that the request is twofold: a text amendment to replace the map of the Infill Development District in Section 608.F.8 of the Zoning Ordinance and a General Plan amendment to replace the map of the Infill Development District on page 65 of the General Plan. Ms. Escolar explained that the General Plan established goals for infill development in central villages to develop vacant or underutilized parcels and that the city has provided incentives for developing these areas, through redevelopment area programs and a broader area single-family infill housing program. Ms. Escolar showed an image of the proposed expansion areas. Ms. Escolar shared that in 2013, the City Council approved the lnfill Advisory Group’s technical recommendations to remove barriers to infill development and incorporate flexibility in standard development requirements in fields such as civil, fire, site/landscape and traffic. Ms. Escolar added the single-family attached development option is also allowed in the infill development district as well as flexibility in parking standards and interim vacant land uses. Ms. Escolar ended her presentation with a timeline of upcoming public hearings. No questions from the committee. STAFF COMMENTS: None. Attachment C
