VPC DISCUSSION & RECOMMENDED STIPULATIONS:
This item was heard concurrently with GPA-SA-CC-19-8. 
Kim Steadman, staff, explained that the request is to expand the infill development 
district to include the Aviation Infill area and the Choice Neighborhoods Area, showed 
an image of the proposed expansion map and briefly reviewed the infill development 
district policies.  
Dana Johnson shared his concern with the provision in the IDD Infill Policies to 
eliminate the inventory and salvage requirement unless the property has specific 
zoning stipulations regarding existing trees/plants and as long as there are no trees in 
the right-of-way that will be removed. Mr. Johnson shared an example of mature trees 
at the Luke Housing Project constructed in the 1940’s and a part of the Choice 
Neighborhoods Program. Mr. Johnson expressed concern that the trees will be 
removed for new housing. Mr. Johnson continued that he supports the Infill 
Development District expansion, but he does not like the specific policy for elimination 
of the inventory and salvage requirement.  
Eva Olivas explained that she is active in heat mitigation programs throughout the City 
and she supports Mr. Johnson’s statement to preserve the tree canopy in the area. Ms. 
Olivas shared that the City of Phoenix General Plan promotes increasing the shade 
canopy and this request is in conflict with the goals of the General Plan.  
Darlene Martinez agreed with Mr. Johnson. Ms. Martinez shared concern with the 
elimination of the inventory and salvage requirement in the Infill Policies.  
Chair Rachel Frazier-Johnson asked for clarification about the request: if the 
proposal was a text amendment to expand the map or if it was to amend the text of the

Infill Policies. Ms. Stockham, staff, responded that the request is to expand the map 
boundary.  
 
Wayne Rainey agreed with Mr. Johnson and expressed the importance of shade 
requirements.  
 
Shannon Dubasik stated that the elimination of trees should not be considered as the 
summer temperatures reach 115 degrees in Phoenix, and that does not contribute to a 
pedestrian-friendly environment. 
  
Sean Sweat shared that we should not be expanding the Infill Development District if 
we do not support the related Infill Policies. Mr. Sweat asked if PDD could adjust the 
text of the Infill Policies to remove the anti-shade policy.  
 
Racelle Escolar, staff, stated that the policy document which references the 
elimination of the inventory and salvage requirement was approved by the City Council, 
and that staff could investigate asking the City Council to update their policy. 
 
Sean Sweat shared that the boundaries are large and asked that PDD return with text 
changes and boundaries changes so the committee could vote on both items.  
 
Eva Olivas asked if the committee could table this discussion for further review. Ms. 
Stockham stated that the committee could vote to recommend approval, denial or 
continue the item.  
 
Dana Johnson stated that he did not intend to kill the item and he does want the Infill 
Development District to expand, but the exemption of the inventory and salvage 
requirement should be removed.  
 
Vice Chair Janey Pearl Starks asked if the committee could initiate a text 
amendment. Racelle Escolar answered that the request to eliminate the policy would 
not be through a text amendment, but it would be a separate process requiring getting 
stakeholders together and City Council approval.  
 
Motion for GPA-SA-CC-1-19-8:  
Sean Sweat motioned to deny GPA-SA-CC-1-19-8 stating a disapproval of the 
exemption of the inventory and salvage requirements in the Infill Development District 
policies. Darlene Martinez seconded the motion.  
 
Discussion: 
Shannon Dubasik asked if they move to recommend denial, what is the next step for 
the item. Sarah Stockham, staff, stated that is will still go to the Planning Commission 
for recommendation as the next step in the process.

Darlene Martinez motioned to deny Z-TA-5-19-8 stating a disapproval of the 
exemption of the inventory and salvage requirements in the Infill Development District 
policies. Sean Sweat seconded the motion.
