Section 1209.C.1.a. (Taylor Street Pedestrian Paseo Guidelines) to 
move the Taylor Street Pedestrian Paseo approximately 100 feet 
north of the required alignment.

Findings:  
 
1. 
The proposal is in line with the adopted Downtown Core place type of the TOD 
Strategic Policy Framework and the policies of the Downtown Phoenix Plan. 
 
 
2. 
Additional height is warranted given the proposed development’s proximity to 
the Central Station Transit Center and the proposal maintains the existing 
height transition in the Business Core Character Area.  
 
 
3. 
The proposal maintains the planned pedestrian pathway in the Character Area 
and moves the alignment to create a direct route for pedestrians to midblock 
from 2nd Avenue to 1st Avenue.   
 
Proposed Language: 
 
Amend Chapter 12, Section 1202 (Regulating Maps) by removing the old map, and 
inserting the new map as follows:

unless a height bonus is allowed by the Character Area and approved by Planning and 
Development Department staff, or an appeal is approved by the Design Review
