AN ORDINANCE RETROACTIVELY AUTHORIZING THE
CITY MANAGER TO SUBMIT GRANT APPLICATIONS ON
BEHALF OF VALLEY METRO RAIL, INCORPORATED
AND VALLEY METRO/REGIONAL PUBLIC
TRANSPORTATION AUTHORITY FOR THE FTA FY 2024
RAISE AND FY 2023 “LOW OR NO EMISSION” GRANT
PROGRAMS; AND AUTHORIZING THE CITY MANAGER
TO ENTER ANY ASSOCIATED AGREEMENTS
NECESSARY TO ACCEPT AND DISTRIBUTE THESE
FEDERAL FUNDS; AND FURTHER AUTHORIZING THE
CITY TREASURER TO RECEIVE AND THE CITY
CONTROLLER TO DISBURSE ALL FUNDS

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PHOENIX as
follows:
SECTION 1. The City Manager or the City Manager’s designee is
authorized to retroactively submit grant applications for the FTA FY 2024 RAISE and
FY 2023 Low or No Emission grant programs. Total FTA grant assistance funding will
not exceed twenty-nine million two hundred thirty-five thousand five hundred thirty-four
dollars ($29,235,534) as follows: Valley Metro Rail, Inc. was awarded funding not to
exceed fifteen million nine hundred thirty-nine thousand eight hundred thirty-five dollars
($15,939,835). Valley Metro Regional Transportation Authority (RPTA) was awarded
funding not to exceed thirteen million two hundred ninety-five thousand six hundred
ninety-nine dollars ($13,295,699).

SECTION 2. The City Manager, or the City Manager’s designee is also
authorized to enter into agreements with FTA to accept the grant assistance and with
Valley Metro Rail, Inc. and Valley Metro/RPTA for distributing any pass-through grant
funds.
SECTION 3. The City Treasurer is authorized to accept and the City
Controller is authorized to disburse all funds for the purposes of this ordinance.
