AN ORDINANCE RETROACTIVELY AUTHORIZING THE
CITY MANAGER TO APPLY FOR THE CITY TO RECEIVE
GRANT ASSISTANCE FROM THE FEDERAL TRANSIT
ADMINISTRATION’S FY2025 GRANT PROGRAMS FOR
“LOW-OR NO-EMISSION” AND “BUSES AND BUS
FACILITIES”; AND ALSO AUTHORIZING THE CITY
MANAGER TO ENTER ANY ASSOCIATED AGREEMENTS
NECESSARY TO ACCEPT AND DISTRIBUTE THOSE
FEDERAL GRANTS; AND FURTHER AUTHORIZING THE
CITY TREASURER TO RECEIVE AND THE CITY
CONTROLLER TO DISBURSE ALL FUNDS

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PHOENIX as
follows:
SECTION 1. The City Manager or the City Manager’s designee is
retroactively authorized to apply for the City to receive grant assistance from the
Federal Transit Administration’s (FTA) FY 2025 Low- or No-Emission Grant Program
and FTA’s Grants for Buses and Bus Facilities Program. The total amount of federal
grant funding sought from FTA will not exceed fourteen million four hundred eighty-
seven thousand two hundred three dollars ($14,487,283) with scalable options for
between 10 and 12 buses as follows: Grant funds for the 10-bus option will be twelve
million seventy-two thousand six hundred sixty-nine dollars ($12,072,669) with two
million one hundred thirty thousand four hundred seventy-one dollars ($2,130,471) as a
local match; Grant funds for the 12-bus option will be fourteen million four hundred
eighty-seven thousand two hundred three dollars ($14,487,203) with a two million five
hundred fifty-six thousand five hundred sixty-five dollars ($2,556,565) local match.

Section 2.
The City Manager or the City Manager’s designee is also
authorized to execute agreements with the FTA to accept any awarded grant
assistance to receive any pass-through FTA grant funds. The City’s local match for its
portion of federal funding sought from FTA will not exceed two million five hundred fifty-
six thousand five hundred sixty-five dollars ($2,556,565).
Section 3.
The City Treasurer is authorized to receive and the City
Controller is authorized to disburse all funds for the purpose of this ordinance.
