WHEREAS, the City of Phoenix, in its resolute commitment to récoGnizing
luminaries whose contributions have bolstered the civic and morabfabric
of our community, endeavors to preserve in its records those whose lives
reflect the virtues of intellect, statesmanship, and unwaveringiprifciple;

WHEREAS, Mr. Charles J. Kirk, a distinguished public intellectual,
advocate for non-violent civil discourse, skilled statesman, and minister of
the Gospel of Jesus Christ, dedicated his life to fostering liberty and
justice, leaving a legacy that harmonizes with the eternal aspirations of a
free and virtuous society, as affirmed, “Wisdom is the principal thing;
therefore get wisdom: and with all thy getting get understanding”
{Proverbs 4:7, King James Version);
WHEREAS, by establishing Turning Point USA, a Phoenix-based
organization and a source of pride for the entire city, Mr. Kirk enriched the
community with a renewed spirit of ethical and intellectual vigor;
WHEREAS, Mr. Kirk's profound learning and mastery of governance
enabled him to navigate the turbulent currents of public debate with
admirable serenity, encouraging dialogue that united rather than divided
and illuminated rather than obscured the path to civic unity;
WHEREAS, as a beacon of non-violent communication, Mr. Kirk
demonstrated the power of reasoned dialogue, confronting the challenges
of a fractured age with the dignity befitting a true statesman;
WHEREAS, the tragic assassination of Mr. Kirk on September 10, 2025, at
Utah Valley University, a calculated act confessed by the perpetrator,
underscores the dangers faced by those who uphold truth in a contentious
era, yet elevates his sacrifice into a noble summons to preserve his ideals,
notably as yesterday marked what should have been his 32nd birthday;
WHEREAS, this deplorable act, rather than diminishing Mr. Kirk's
influence, has sharpened the focus on his contributions, urging us to
honor his memory by upholding the values of peaceful discourse and wise
leadership he championed, while extending our deepest sympathies to his
devoted wife, Erika Kirk, and their children, a daughter born in August
2022 and a son in May 2024, who now bear the enduring loss of a beloved
father whose guidance will forever shape their lives;
WHEREAS, Mr. Kirk, an ardent admirer of baseball, America’s cherished
pastime, embraced its lessons of teamwork, integrity, and fair play, values
shared by countless fans who also hold dear his all-American ethos; this
passion finds a fitting parallel in the 7th Street Overpass, adjacent to the
downtown baseball stadium, a vibrant gathering place for sports and civic
events, where the proposed “Charlie Kirk Memorial Bridge” would serve as
a constant reminder and inspiration to the thousands who cross it,
encouraging them to maintain the peace and civility Mr. Kirk exemplified,
as echoed in “Let us therefore follow after the things which make for
peace, and things wherewith one may edify another” (Romans 14:19, King
James Version);
WHEREAS, renaming the 7th Street Overpass between Lincoln Street and
Jefferson Street as “Charlie Kirk Memorial Bridge” constitutes a solemn
civic tribute, embedding the legacy of a public intellectual, statesman, and
minister whose life testified to the transformative alliance of faith and
reason;
WHEREAS, the City of Phoenix, entrusted with the authority to designate
its structures, holds the unique privilege of immortalizing those whose
efforts have enriched the public good, ensuring that a fallen statesman’s
name endures as a beacon for future generations;
WHEREAS, this redesignation necessitates no address changes for
businesses or residences, imposes no financial burden (private funds for
signage and improvements are secured), and aligns with the City’s
absence of prior or current plans to name this overpass;
WHEREAS, the citizens of Phoenix, in united appeal, have urged me,
following my attendance at their significant vigil outside Mr. Kirk's
community hub, to press the city to acknowledge the lasting significance
of his contributions, advocating swift and deliberate action to honor a life,
though cut short, that continues to inspire the pursuit of justice, truth, and
civic virtue;
NOW, THEREFORE, pursuant to Chapter IV, Section 22 of the Phoenix City
Charter, |, THE UNDERSIGNED, citizen and resident of the City of Phoenix,
hereby petition the City Council to deliberate and enact, within fifteen (15)
days, aresolution, ordinance, or measure to redesignate the 7th Street
Overpass, between Lincoln Street and Jefferson Street, as “Charlie Kirk
Memorial Bridge,” in perpetual recognition of his exemplary service as a
public intellectual, advocate for non-violent discourse, statesman, master
of statecraft, and minister of the Gospel of Jesus Christ, whose life,
though ended by assassination, remains a clarion call to justice, reason,
and compassion, even as his family bears their grief, and to execute all
necessary actions with the dignity and promptness befitting such a
tribute.
