Discussion of Presidential Executive Order 14042

This report transmits information to the City Council regarding the vaccine
requirements for Federal contractors.

THIS ITEM IS FOR DISCUSSION AND POSSIBLE ACTION.

Summary
On Sept. 9, 2021, President Biden issued Executive Order 14042
(https://www.whitehouse.gov/briefing-room/presidential-actions/2021/09/09/executive-
order-on-ensuring-adequate-covid-safety-protocols-for-federal-contractors/) requiring
Federal agencies to amend contracts with Federal contractors to implement COVID
safety protocols in the workplace. Compliance with the Executive Order requires that
"covered contracts" be amended to include language mandating vaccination of
covered contractor employees. In November, additional guidance
(https://www.saferfederalworkforce.gov/contractors/) was issued which clarified that
the City is a covered contractor and all City employees are subject to the vaccine
requirement.
