Tempe's Oct. 15 council agenda centered on regional transit. It included an amendment to the city's agreement with the Regional Public Transportation Authority (RPTA) to buy bus service for fiscal year 2026-27, lifting the total from $14,949,483 to $15,579,235 — a 4.21% increase — as well as an operations funding agreement with Valley Metro Rail for light rail and streetcar service and a contract award to Temcon Concrete Construction for minor concrete improvements.

Phoenix stacked its Oct. 21 formal agenda with airport and street projects. The city would hire a construction manager to rebuild Taxiway C at Deer Valley Airport with Federal Aviation Administration and state money in District 1, modernize vertical transportation at the Sky Harbor Rental Car Center in District 8, extend maintenance on the regional transit radio system, dustproof alleys in Districts 4, 7 and 8 with fiscal year 2026 Congestion Mitigation and Air Quality funds, and bring on a program manager for Transportation 2050. Council members also would accept and dedicate deeds for roadway purposes in Districts 6 and 8, and the Oct. 13 policy session included development of the 2028 general obligation bond program — long-term borrowing backed by secondary property tax revenue.

West Valley cities pushed road and transit work forward. Tolleson's Oct. 13 agenda included a second amendment setting a guaranteed maximum price of $5,447,758.65 with Haydon Companies for the 91st Avenue pedestrian bridge, with construction anticipated to start in December 2026. Buckeye would move $2.7 million of airport utility work up a year, into fiscal 2027, take up an ordinance transferring rights-of-way and roadways, and enlarge two street lighting improvement districts in separate resolutions. Avondale will hear an update on its WeRIDE transit program, and Goodyear will get an update on its Pavement Management Program.

Chandler, Scottsdale and Flagstaff handled the East Valley and northern items. Chandler sought retroactive approval for a $118,750 FAA grant to design airfield electrical improvements and listed an ordinance granting Salt River Project a power easement for the Mathew Aircraft Hanger near Ryan Road and Stinson Way (the same ordinance was also on the Oct. 15 regular agenda), while staff recommended a finding of no conflict with airport uses for the Hamstra Crossing gas station, car wash and RV storage project — the same recommendation that went to the study session. Scottsdale would let its Aviation Director discontinue airport permits with 30 days' notice and abandon two small pieces of roadway in residential cases. Flagstaff's Oct. 20 agendas include property purchases for the Fanning Wash Culvert at Steves Boulevard, a contract with Ailevon Pacific Aviation Consulting for air service development consulting, and a closed-session item on buying property and parking spaces for a future parking garage at Birch Avenue and Leroux Street in Flagstaff.

  • Resolution No. 6046 - Authorizing Airport Improvement Grant with FAA for the Design of Airfield Electrical Improvements: Chandler's council is set to retroactively authorize the city to accept a Federal Aviation Administration (FAA) grant of up to $118,750 for the design of airfield electrical improvements at Chandler Municipal Airport (Resolution No. 6046). The grant constitutes 95% of the design cost, with the remaining 5% match anticipated to be split between the Arizona Department of Transportation and the city. The city already executed the grant agreement — the FAA required full execution before the end of the federal fiscal year, which did not allow enough time for council approval at a scheduled meeting — and is now seeking retroactive approval.
