Phoenix is set to slow traffic at 10 street segments across the city. Council members will vote on an ordinance that drops the posted limit from 30 to 25 mph on 12th Street between Moreland Street and Thomas Road, from 35 to 25 mph on Mountain View Road between Cave Creek Road and 12th Street, and from 35 to 30 mph on seven more stretches, among them two segments of Central Avenue plus Frye Road, Maryland Avenue, Encanto Boulevard, Chandler Boulevard and 79th Avenue. One stretch of 59th Avenue falls from 45 to 40 mph, from Elliot Road to Dobbins Road. City traffic engineers recommended every change after traffic studies.

Phoenix also lines up pieces for safer walking and better transit. The council is set to award design-bid-build services for three flashing pedestrian crossings known as HAWK signals and to sign two Salt River Project land-use licenses tied to them, one in District 8 and one in District 6. Solicitations would go out for final design and construction of a bus rapid transit corridor on 35th Avenue and Van Buren Street, alongside a citywide streetlight maintenance contract and bus stop and transit center cleaning. At Sky Harbor, the council is set to award a taxi curbside contract and hire a builder to modernize the Rental Car Center's elevators and escalators, and to accept outside money for a storm drain project on 35th Avenue at Dobbins Road in District 8.

Control of road segments shifts in several places. Mesa would sign an agreement with Queen Creek and Maricopa County to hand over right-of-way for the planned Sossaman Road and Germann Road intersection improvements and the Union Pacific railroad crossing there, with Queen Creek paying all property costs and running the intersection later, and it would split up to $17.8 million in storm drain work on the Pecos Road corridor with the county flood district. Youngtown, meanwhile, weighs a county agreement numbered MT2601 that covers a stretch of 111th Avenue. Maricopa County supervisors approve a temporary construction license for work on Riggs Road from Interstate 10 to Dobson Road, a 10-year valve maintenance deal at the Broadway Road bridges over the Tempe Canal, and the transfer of county right-of-way to Chandler on segments of Chandler Heights Road, Appleby Road, Chandler Boulevard and Frye Road, which become city streets.

The county also writes the rules and the paperwork for local streets. Supervisors hold a hearing on an e-bike ordinance that would keep the fastest Class 3 electric bikes off sidewalks, and they set Dec. 9 hearings to add 5.27 acres in Granite Vista Phase 2G, 3.19 acres in Enclave on Olive and 1.37 acres in Rancho Cabrillo to the county road system. They also open and declare roads into the county highway system and hire an on-call crew that maps underground utilities before roadwork starts. Chandler reviews a five-year transit advertising contract and four versions of its airport runway rules; Buckeye weighs a $2.3 million reimbursement for turn lanes and medians at Canyon Springs Boulevard and Sun Valley Parkway; and a Phoenix subcommittee takes a first look at disposing of airport-owned land in District 8.
