Mesa put a $17.8 million flood-control partnership on its Nov. 2 agenda: a project to build basins and storm drains along Pecos Road with the Flood Control District of Maricopa County. Mesa's share is up to $8.9 million, paid with Local Streets sales tax money, and the work lands in District 6.

The Maricopa County Board of Supervisors carried four items in this roundup. They took up a public hearing on a proposed county rule for e-bikes and e-scooters in unincorporated areas, weighed passing $1,298,500 in tribal gaming money to 18 nonprofits, and took up $621,053 in federal housing money to help Gilbert buy and rehabilitate two affordable rental homes. They also considered transferring several county road stretches to Chandler, which would treat them as newly annexed territory.

Housing and public safety money ran through the rest of the week. Phoenix took up bond proceedings for The Cypress at South Mountain in District 8 and opened the citywide process for its 2027-28 federal housing and community development plan. Buckeye weighed a cost-sharing deal with Trillium Land Company for Floreo Fire Station 708, with the city's share of added battalion quarters and a fourth apparatus bay estimated at $1,508,717.

Flagstaff accounted for five of the items in this roundup. Council took up an amendment to the city's process for changing the zoning map and has November votes set on the STL 290 Specific Plan for about 290 acres of State Trust land, a 139-acre rezoning to single-family homes, and a public housing conversion plan.

Next week turns to what residents pay and what gets built. Chandler takes final votes on higher water, wastewater and trash rates — water up 9%, wastewater 6.5% — and weighs Hamstra Crossing, a gas station, car wash and RV storage plan at McQueen and Germann roads, plus final approval for the 16-home Vineyard Park subdivision. Flagstaff planners close the stretch with a hearing on development standards for a new "Resource Intensive Industrial" use category covering projects with very high electricity, water and wastewater demands.
