12. GRANT FROM THE DEPARTMENT OF EMERGENCY AND MILITARY AFFAIRS FOR VICTIM ADVOCACY, SERVICES, AND TRAINING Approve the application and acceptance of grant funds from the Department of Emergency and Military Affairs for the Anti-Human Trafficking Grant Fund for $457,554.22 These grant funds are intended to be used exclusively to reimburse expenditures related to human trafficking, including court advocacy, direct services for survivors, staff training, and community awareness and prevention activities. This grant agreement commences on October 1, 2022, and will terminate on June 30, 2027. The Maricopa County Attorney’s Office's indirect rate for FY24 is 20.20%; the grantor allows for up to 10% indirect cost recovery, but due to budget constraints, $13,036.85 was provided for in this award. Total grant indirect costs are estimated to be $13,036.85 recoverable, and $76,755.66 is not recoverable. This grant is a new grant for the Maricopa County Attorney’s Office and is not reoccurring. There is no expectation of continued funding. There is no match requirement. No future contributions are required with this funding. Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents related to this award. This grant provides funding for a victim advocate within MCAO so they may work to ensure victims of human trafficking crimes receive the services mandated by the Arizona Constitution and the Crime Victim’s Bill of Rights and the ability to contract to provide direct victim services to human trafficking survivors and staff training to investigate and prosecute human trafficking cases effectively, and community awareness to better recognize and prevent human trafficking. The grant award is competitive, and other eligible agencies may or may not apply for funding. Funding for this agreement is provided by a Grant from the Arizona Department of Emergency and Military Affairs with funds appropriated through Arizona Revised Statutes 26-106, which established the Anti-Human Trafficking Grant Fund. House Bill 2862, Section 110 allocates funding. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. (C-19-24-118-X-00)
