38. IGA WITH THE GOVERNOR'S OFFICE OF YOUTH, FAITH, AND FAMILY FOR ADVANCE FORENSIC INTERVIEWING TRAINING Approve the Intergovernmental Agreement (IGA) between the Governor’s Office of Youth, Faith, and Family and the acceptance of funding in the amount of $150,859.82. Authorize the Chairman to sign all applicable documents. These one-time funds will be used exclusively to reimburse for salary and expenditures related to providing Advanced Forensic Interviewing Training (AFIT). This agreement commences on September 1, 2025, and will terminate on September 30, 2026. This grant will expire at the end of the agreement unless prior written approval for an extension has been obtained from the Governor’s Office of Youth, Faith, and Family. The Maricopa County Attorney's Office's composite indirect cost rate for FY26 is 18.850%. The grantor allows up to 15% for indirect cost recovery. The total grant indirect costs are estimated to be $24,727.89, the recoverable indirect cost of administering this grant is $19,677.37; the nonrecoverable indirect cost is $5,050.52. The nonrecoverable indirect costs will be covered by the departmental general fund budget. The department has a cash equivalent match requirement of $50,286.61 and has general fund resources to provide this match. This funding is competitive and does not require ongoing cash contributions after the grant period ends. Grant revenues are not “local revenues” for the purpose of the constitutional expenditure limitation, and therefore expenditure of the funds is not prohibited by budget law. This funding directly supports the mandated function of A.R.S. §8-817, B, 6. (C-19-26-007-X-00)

20. AMENDMENT TO IGA WITH THE GOVERNOR'S OFFICE OF YOUTH, FAITH, AND FAMILY FOR ADVANCE FORENSIC INTERVIEWING TRAINING Approve Amendment 1 to the existing Intergovernmental Agreement (IGA) No. IGA STOP MCAO 090125 01 between the Governor’s Office of Youth, Faith, and Family and the Maricopa County Attorney’s Office (C 25 26 003 X 00). This amendment authorizes the acceptance of program income generated from registration fees for the Advanced Forensic Interviewing Training (AFIT) program. It permits using such income for allowable training-related expenses. The amendment does not increase the original amount of federal grant funding awarded. Additionally, approve a three-month extension of the program period to December 31, 2026, to allow MCAO to fulfill the goals and objectives approved by GOYFF. MCAO receives federal grant funding to support the Advanced Forensic Interviewing Training (AFIT) program, which provides specialized training for Law Enforcement, Deputy County Attorneys, and Department of Child Safety professionals. Registration fees are charged to participants who are from outside Maricopa County or who are not law enforcement or MCAO staff. Under federal grant rules, these fees constitute program income. The current IGA does not explicitly authorize MCAO to accept or expend program income. Amendment 1 provides this authority and allows MCAO to use program income in accordance with grant guidelines, retroactive to the grant start date of September 1, 2025. Program income will be used solely to offset eligible training expenses, including parking for training participants. There is no change to the total federal grant award. Program income will be used to support allowable training costs. No County funds are required. (C-19-26-007-X-01)
