30. AMENDMENT TO IGA WITH CITY OF GLENDALE FOR HOME INVESTMENT PARTNERSHIPS ACTIVITIES Approve financial Amendment No. 5 to the Intergovernmental Agreement between City of Glendale (City) and Maricopa County (County) administered by its Human Services Department. The Agreement is for the City to provide owner-occupied housing rehabilitation, single-family housing construction program with homebuyer assistance, and Tenant Based Rental Assistance. The County will provide the City with funds to conduct U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program (HOME) funded activities. I. The Parties agree to enter into this Amendment No. 5 to the Agreement as follows: A. Change Lead Agency Point of Contact. B. Extend the Agreement term from September 30, 2023, through September 30, 2025 C. Revise Section 3 (Work Statements) to Address the Following: 1. Add an additional Work Statement hereinafter referred as “Work Statement A 2020”. This Work Statement is for the City to acquire land and construct three s ingle-family homes in the City and provide down payment assistance to eligible homebuyers. If the City has completed the required Environmental Review, payments for expenditures may be retroactive to July 1, 2022. All work performed, or costs incurred, or expenses shall be reimbursable through September 30, 2025. The County shall provide the City with $266,197 for the Work Statement activities. The funding for this Work Statement is provided by PY2020 HOME Investment Partnerships Program through HUD funds, under ALN 14.239. 2. Add an additional Work Statement hereinafter referred to as “Work Statement B 2020 and 2021 TBRA”. Work Statement B is for the City to provide Tenant Based Rental Assistance (TBRA) to 55 eligible households in the City of Glendale. If the City has completed the required Environmental Review, expenditures may be retroactive to July 1, 2022. All work performed, or costs incurred expenses shall be reimbursable through September 30, 2025. The County shall provide the City with $1,124,946.0 0 (PY 2020: $438,450 and PY2021: $686,496) for these Work Statement activities. The funding for this Work Statement is provided by HOME Investment Partnerships Program through the HUD funds, under ALN 14.239. 3. Add an additional Work Statement hereinafte r referred to as “Work Statement C 2021 HOME-ARP”. The Work Statement is for the City to provide Section VI.D.3.a (McKinney-Vento Supportive Services) and Section VI.D.3.b (Homelessness Prevention Services) but excluding Housing Counseling Services [delete d] under Section VI.D.3.c, to an estimated 1,000 eligible residents. If the City has completed the required Environmental Review, payments for expenditures may be retroactive to July 1, 2022. All services provided, or costs incurred, or expenses shall be r eimbursable through September 30, 2025. The County shall provide the City with $2,876,844 for these Work Statement activities. The funding for this Work Statement is provided by HOME-ARP HUD funds, under ALN 14.239. 4. Add an additional Work Statement her einafter referred to as “Work Statement D 2022 Acquisition and/or New Construction of Multi-Family Rental Housing”. The Work Statement is for the City to acquire land and construct a multi-family rental Housing unit. If the City has completed the required Environmental Review, payment for expenditures may be retroactive to July 1, 2022. All work performed, or costs incurred, or expenses shall be reimbursable through September 30, 2025. The County shall provide the City with $764,833 for these Work Statement activities. The funding for this Work Statement is provided by PY 2022 HOME Investment Partnerships Program through the HUD funds, under ALN 14.239. 5. Funding for Amendment No. 5 is $5,032,820. With that additional funding the total funding for the Agre ement has now increased from $2,418,920.56 to a not-to exceed amount of $7,451,740.56. All other terms and conditions of the Agreement shall remain the same and unchanged and in full force and effect as executed by the Parties. 87. AMENDMENT TO IGA WITH CITY OF GLENDALE FOR HOME INVESTMENT PARTNERSHIPS ACTIVITIES Approve financial Amendment No. 6 to the Intergovernmental Agreement between City of Glendale (City) and Maricopa County (County) administered by its Human Services Department. The purpose of the Agreement is for the City to provide owner-occupied housing rehabilitation, single-family housing construction with homebuyer assistance, Tenant Based Rental Assistance (TBRA), multi-family rental housing development and supportive and homeless prevention services. The County has provided the City with U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships (HOME) and HOME American Rescue Plan Act (HOME-ARP) Program funds, Agreement funding amount is currently $7,451,740.56. The purpose of this Amendment No. 6 is to address the following: A. Extend the term of the Agreement from September 30, 2025, through September 30, 2026. B. Update Points of Contact. C. Update Agreement required language. D. Replace Administrative Change Order language. E. Revise Section 3 (Work Statements) to address the following: 1. Add Work Statement PY 2023 and incorporate into the Agreement. This Work Statement addresses the following: o The City will provide Tenant Based Rental Assistance (TBRA) to eligible families. All work performed, or costs or expenses incurred, shall be reimbursable through September 30, 2026. o The County shall provide the City with $775,975.00 for the Work Statement activities. The funding for this Work Statement is provided by PY2023 (HUD) HOME Investment Partnerships Program funds, under ALN 14.239. 2. Revise Work Statement D 2022 Acquisition and/or New Construction of Multi-family Rental Housing – to adjust budget line items. 3. Revise Work Statement B 2020/2021 TBRA, to correct a $.03 typo and restate the funding amount $320,192.94. 4. Extend the expenditure period for PY2018 Work Statement A - Housing Rehabilitation and through December 31, 2024. Extend the expenditure period for PY2019 Work Statement A - Owner Occupied Housing Rehabilitation through December 31, 2024, and reallocate $87,106.26 from the PY2019 Work Statement to PY20/21 TBRA Work Statement. F. Total Agreement funding will increase by $775,975.00, for a new Agreement total funding amount not to exceed $8,227,715,56. The Agreement is amended to incorporate the changes made in this Amendment No. 6. All other terms and conditions of the original Agreement and previous Amendments remain the same and in full force and effect as approved and amended. AMENDMENT TO AGREEMENT WITH CITY OF GLENDALE FOR HOME INVESTMENT PARTNERSHIPS ACTIVITIES (Supervisorial Districts: 4 and 5) Approve financial Amendment No. 8 to the Agreement between the City of Glendale (City) and Maricopa County (County) administered by its Human Services Department. The purpose of the Agreement is for the City to provide owner-occupied housing rehabilitation, single-family housing construction with homebuyer assistance, Tenant Based Rental Assistance (TBRA), and multi-family rental housing development and supportive homeless prevention services. The County has provided the City with U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships (HOME) and HOME American Rescue Plan Act (HOME-ARP) Program funds. The current term of the Agreement expires September 30, 2026. The above-named Agreement is amended as follows in attached Amendment No. 8 to the Agreement: A. Increase Agreement funding amount by $655,255.00 in Program Year 2024 (PY24) HUD HOME funds and reflect new total Agreement funding amount on Page 1 of the Agreement of $8,882,952.56. B. Extend the Agreement term expiration from September 30, 2026, to September 30, 2028. C. Revise Section IV (Compensation), Paragraph D (Reimbursement) which shall be amended to reflect a new Total Agreement funding amount of $8,882,952.56. D. Revise and replace 2022 Work Statement D (Acquisition and or New Construction for multi-family rental housing) to reflect a new funding amount of $264,833.00. $500,000.00 in Program Year 2022 (PY22) HUD HOME funds previously awarded to 2022 Work Statement D will be reallocated to a new Work Statement E-2022 Tenant-Based Rental Assistance (TBRA). E. Add a new Work Statement E-2022 Tenant-Based Rental Assistance (TBRA) for the City to provide TBRA to eligible households. The County will provide the City with $500,000.00 in Program Year 2022 (PY22) HUD HOME funds for this Work Statement activity, under ALN 14.239. Costs shall be incurred and reimbursable through 9/30/2027. F. Add a new Work Statement-2024 Tenant Based Rental Assistance (TBRA) for the City to provide TBRA to eligible households. The County will provide the City with $655,255.00 in Program Year 2024 (PY24) HUD HOME funds for this Work Statement activity, under ALN 14.239. Costs shall be incurred and reimbursable through 9/30/2027. All other terms and conditions of the original Agreement shall remain in full force and effect. (C-22-17-028-3-08)
