80. COMPETITION IMPRACTICABLE CONTRACT WITH SIKOTAR, LLC DBA: VALLEY INN Approve a Competition Impracticable Contract (220250-CI) between Sikotar , LLC DBA: Valley Inn (“Contractor”), and Maricopa County administered by its Human Services Department. The purpose of the Contract is for the County to use 59 hotel rooms at the Valley View Hotel located at 965 East Van Buren Street, Phoenix, AZ 85006, to provide non congregate shelter to homeless individuals and to mitigate the spread of COVID-19. Individuals will receive case management services while housed in the hotel. The County will reimburse the Contractor $70 per room per night, Funds for this Contract will be provided by Catalog of Federal Domestic Assistance (CFDA) 21.027 American Rescue Plan Act (ARPA). The anticipated spend for this Contract shall not exceed $1,134,390 for base rent and taxes. The Contract term is May 2, 2022 through December 31, 2022. This Agreement shall be effective on May 2, 2022. The Office of Procurement Services approved a Competition Impracticable for this Contract. INCREASE IN MASTER AGREEMENT # 220250-COMPETITION IMPRACTICABLE WITH SIKOTAR, LLC DBA: VALLEY INN Approve an increase to Master Agreement #220250 for the contract between Maricopa County (County) administered by its Human Services Department and Sikotar , LLC DBA: Valley Inn (“Contractor”) for use of 59 hotel rooms at the Valley View Hotel located at 965 East Van Buren Street, Phoenix, AZ 85006 to provide non congregate shelter to homeless individuals. The original estimated not to exceed amount of the contract was $1,134,390. It is being requested that an additional $2,521,000 be added to the contract, bringing the total not to exceed amount to $3,655,390. The contract term began May 2, 20 22, and through June 30, 2024. 44. AMERICAN RESCUE PLAN ACT (ARPA) EXPENDITURE APPROVALS AND BUDGET ADJUSTMENTS Approve the following uses of American Rescue Plan Act (ARPA) funding consistent with the Board of Supervisors approved priorities. 1. Human Services Homeless Shelter and Services for Bridge Shelters increase by $1,767,688. The amendments include $1,767,688 and a portion of the $8,100,000 previously approved for bridge sheltering operations on the BOS agenda 12/6/2023. a. Extend Competition Impracticable Contract with Sikotar, LLC DBA: Valley Inn (“Contractor”), Amendment No. 3 (C-22-22-092-X-03/220250), located at 965 East Van Buren Street, Phoenix, AZ 85006. The purpose of the Contract is for the County to provide non congregate shelter to homeless individuals. Extend term of Contract through December 31, 2024. Increase expenditure limit by $1,180,000. b. Extend Competition Impracticable Contract with North Black Canyon Hospitality, LLC (“Contractor”) Amendment No. 3 (C-22-22-053-X-03/220181), located at 8101 North Black Canyon Hwy Phoenix, 85021. The purpose of the Contract is for the County to provide non congregate shelter to homeless individuals. Extend term of Contract through September 30, 2024. Increase expenditure limit by $1,510,000. c. Approve financial Amendment No. 10 to the Agreement with Native American Connections (Subrecipient) (C-22-20-058-3-10). The purpose of the Agreement is for the Subrecipient to provide bridge shelter services for individuals and families experiencing homelessness in Maricopa County. The Amendment will extend the term of the Agreement through December 31, 2024. The County shall increase funding by $41,000. d. Approve financial Amendment No. 13 to the Agreement with Community Bridges, Inc. (Subrecipient) (C-22-20-029-3-13). The purpose of the Agreement is for the Subrecipient to provide bridge shelter services for individuals and families experiencing homelessness in Maricopa County. The Amendment will extend the term of the Agreement through December 31, 2024. The County shall decrease funding by $70,694. e. Approve financial Amendment No. 5 to the Agreement with Human Services Campus, Inc. (Subrecipient) (C-22-22-104-X-05). The purpose of the Agreement is for the Subrecipient to provide bridge shelter services for individuals and families experiencing homelessness in Maricopa County. The Amendment will extend the term of the Agreement through February 28, 2025. The County shall increase funding by $271,488. Also, authorize the Office of Budget and Finance to make the following adjustments to revenue and expenditure authority in FY 2025 for the Coronavirus Fiscal Recovery Fund (Fund 296) Non-Recurring Non Project (NRNP) budgets in the following departments: Human Services (D220): $1,767,688 Non-Departmental (D470): ($1,767,688) Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the Budget Law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-22-24-100-X-00)
