IGA WITH CITY OF AVONDALE FOR WORKFORCE DEVELOPMENT SERVICES Approve a financial Intergovernmental Agreement (Agreement) between the City of Avondale (City) and Maricopa County (County), administered by its Human Services Department, Workforce Development Division for workforce development services. The City and the County are collectively referred to herein as the “Parties” and individually as “Party.” The purpose of this Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the City’s employers to attract and retain top talent and to provide adult and youth services. Service activities shall be delivered within Arizona Complete Health Resource Center located at 995 E. Riley Dr., Avondale, AZ 85323. A Workforce Development staff will be utilized to provide services under this Agreement, as a Workforce Development Coordinator (WDC). Additionally, an Itinerant Youth Career Advisor will be located at the center 1 day per week. The Agreement term is July 1, 2022 to June 30, 2024. The City shall compensate the County a not to exceed amount of $99,365 ($48,870 FY23; $50,495 FY24) for service delivery. The Agreement may be extended upon acceptance and approval by the Parties. 47. AMENDMENT TO IGA WITH CITY OF AVONDALE FOR WORKFORCE DEVELOPMENT SERVICES Approve a financial Amendment No. 1 to the Intergovernmental Agreement between the City of Avondale and Maricopa County (County), administered by its Human Services Department, Workforce Development Division for workforce development services. The purpose of this Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the City’s employers to attract and retain top talent and to provide adult and youth services. Service activities shall be delivered within Arizona Complete Health Resource Center located at 995 E. Riley Dr., Avondale, AZ 85323. Revise Section 6.0 (FUNDING) to address the City’s costs: 1. For the period of July 1, 2024, through June 30, 2025, an amount not to exceed $52,753; and 2. For the period of July 1, 2025, through June 30, 2026, an amount not to exceed $54,534. C. Revise Section 11.0 (NOTICES) by updating County Contact D. Add required clauses to the Agreement. The Agreement is entered by the parties through a non-competitive process. Cash, match, or in-kind are not applicable. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to residents in the Avondale area as residents can receive job-seeking services and local employers are assisted with filling vacancies. The Human Services Department approved provisional indirect rate for FY2025 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The Total Amendment funds are $107,287 of which $87,796 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $19,491 and fully recoverable. The purpose of this Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the City’s employers to attract and retain top talent and to provide adult and youth services. Service activities shall be delivered within Arizona Complete Health Resource Center located at 995 E. Riley Dr., Avondale, AZ 85323. Revise Paragraph 9.0 (RESPONSIBILITIES OF ORGANIZATIONS) by replacing subparagraph 9.1.1.11 in its entirety with updated language. F. Revise Maricopa County point of contact in Paragraph 11.0 (NOTICES G. Add required clauses to the Agreement, Paragraphs 33.0 through 50.0. The Agreement is entered by the parties through a non-competitive process. Cash, match, or in-kind are not applicable. The County does not have any obligations after the Agreement term. The Human Services Department’s provisional indirect rate by the U.S. Department of Health and Human Services for FY2027 for salaries and employee related expenses is 24%. The Total Amendment funding amount is now $129,616, of which $104,529 is for salaries and employee related expenses. The total indirect rate costs are $25,087 and fully recoverable.
