ARIZONA SELF STORAGE ON LINDSAY Case #: Z250037 (Supervisorial District: 1) Applicant and Owner: Jessica Sarkissian, Upfront Zoning & Entitlements, LLC / Arizona Self Storage on Lindsay Road, LLC Request: Zone Change from Rural-43 Special Use Permit (SUP) to C-3 CUPD Site Location: Generally located ¼-mile north of the northwest corner of Lindsay Rd. and Germann Rd. in the Gilbert area Commission Recommendation: On 4/23/25, the Commission voted 7-0 (motion by Commissioner Larwence D1, seconded by Commissioner Leighton D4) to adopt a motion recommending the Board of Supervisors approve Z250037 subject to conditions ‘a’ – ‘g’: a. Development of the site shall be in substantial conformance with the Zoning Exhibit entitled “Arizona Self Storage at Lindsay“, consisting of one full-size sheet, dated March 5, 2026, and stamped received March 10, 2026, except as modified by the following conditions. Staff may determine slight refinements to remain in substantial conformance with the approved site plan. Minor and major amendments to the site plan will be determined in accordance with Chapter 3 of the Maricopa County Zoning Ordinance. b. Development of the site shall be in substantial conformance with the Narrative Report entitled “AZ Self Storage at Lindsay Road”, consisting of four pages, dated March 9, 2026, and stamped received March 10, 2026, except as modified by the following conditions. c. Prior to issuance of a building permit, written confirmation will be required from the emergency fire protection jurisdiction having authority that the facility has been designed in accordance with their regulations and requirements, and that emergency fire protection service will be provided to the facility. Prior to issuance of the certificate of occupancy, local fire protection jurisdiction review and approval will be required. d. The following Planning Engineering conditions shall apply: 1. No new site improvements are being proposed with this request. If any new site improvements or grading are proposed, then detailed Grading & Drainage Plans must be submitted with any Plan of Development and associated building permits on this site. 2. The applicant and/or the property owner shall contact the Town of Gilbert regarding access, right-of-way, and improvements required for Lindsay Rd. 3. Due the site’s location near the Loop 202 San Tan Frwy. the applicant and/or the property owner must notify ADOT via the Red Letter Process, RedLetter@azdot.gov. e. The following C-3 CUPD development standards shall apply: 1. There shall be no interior side setbacks adjacent to rural or residential zoned property. 2. There shall be a minimum of 6’ tall solid wall, chain link fencing with attached view obscuring materials or buildings used for screening of the site’s commercial uses. 3. Entitled uses are limited to storage facilities and ancillary uses or use that according to MCESD can have wastewater disposal accommodated via on-site septic system until such time as sewer is available to the site. f. You will be subject to direct overflights and noise by Luke Air Force Base jet aircraft in the vicinity. 3. Luke Air Force Base executes an average of approximately 165 overflights per day. Although Luke's primary flight paths are located within 20 miles from the base, jet noise will be apparent throughout the area as aircraft transient to and from the Barry M. Goldwater Gunnery Range and other flight areas. 4. Luke Air Force Base may launch and recover aircraft in either direction off its runways oriented to the southwest and northeast. Noise will be more noticeable during overcast sky conditions due to noise reflections off the clouds. 5. Luke Air Force Base's normal flying hours extend from 7:00 a.m. until approximately midnight, Monday through Friday, but some limited flying will occur outside these hours and during most weekends. 6. For further information, please check the Luke Air Force Base website at www.luke.af.mil/urbandevelopment or contact the Maricopa County Planning and Development Department." 7. Such notification shall be permanently posted on not less than a 3 foot by 5 foot sign in front of all leasing offices and be permanently posted on the front door of all leasing offices on not less than 8½ inch by 11 inch sign. i. Zoning approval is conditional per Maricopa County Zoning Ordinance, Article 304.6, and ARS § 11-814 for five (5) years, within which time all parcels within the R-5 RUPD zoning district shall be subject of an approved plan of development or final subdivision plat with residential lotting, and an issued infrastructure permit for ultimate residential development. HEARING FOR THE PROPOSED FIELDHOUSE COMMUNITY FACILITIES DISTRICT (Supervisorial District: 4) Pursuant to A.R.S. § 48-702, convene a hearing to consider the petition for the adoption of a resolution of intent to form the proposed Fieldhouse Community Facilities District. ES-2025-005 WASTEWATER TREATMENT PLANTS Pursuant to A.R.S. §36-184(B)(5) and §11-251.05, convene the scheduled public hearing to solicit comments and consider the adoption of proposed revisions to Chapter I & II of the Maricopa County Environmental Health Code (MCEHC). Currently, both Maricopa County Environmental Services and the Arizona Department of Environmental Quality (ADEQ) regulate wastewater treatment plants in Maricopa County. The proposed revisions will eliminate dual regulation of these plants, leaving ADEQ as the sole regulatory authority [ES-2025-005 Wastewater Treatment Plants]. This item will become effective immediately upon the Board of Supervisors' approval. The Maricopa County Board of Health (BOH) reviewed proposed revisions to update the MCEHC Chapter I & II [ES-2025-005 Wastewater Treatment Plants] and approved the case for the EROP standard process at a public meeting on April 27, 2026. 23. BUDGET ADJUSTMENT FOR COUNTY SCHOOL SUPERINTENDENT SCHOOL COMMUNICATION FUND In accordance with A.R.S. §42-17106(B), approve the following budget adjustments for Fiscal Year 2026: 1. Increase the expenditure budget for the County School Superintendent (D370) School Communication Fund (782) Non Recurring Non Project (NRNP) budget by $340,000. 2. Decrease the expenditure appropriation in Non Departmental (D470) Non Departmental Grants Fund (249) Non Recurring Non Project (NRNP) Contingency (4711) in the line “Unassigned” by $340,000. The adjustment to Fund 782 is needed due to various school districts adding modules to their Tyler Technologies School ERP Pro software services. The County School Superintendent's Office hosts the Tyler Consortium for 35 of the school districts in Maricopa County. This consortium allows for centralized services and better pricing for the software and modules. These actions will have a net zero impact on the County-wide budget and do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. ARIZONA DEPARTMENT OF EDUCATION FOR THE FY2027 INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA) BASIC ENTITLEMENT Approve acceptance of revised amount of $32,497.81 in continued grant funding from the Arizona Department of Education, for the FY2027 Individuals with Disabilities Education Act (IDEA) Basic Entitlement. This item replaces the Maricopa County Sheriff's Office (MCSO) original request, approved by the Board of Supervisors on March 25, 2026 (C-50-26-067-X-00) for $32,000.00. This funding has been awarded for the last twenty-two (22) years and provides contracted special education consulting services for staff training and IDEA implementation along with a variety of contracted professional services for juvenile inmates. The term of this funding is from July 1, 2026, through June 30, 2027. The Sheriff’s Office indirect cost rate for FY2027 is 25.38%. Total indirect costs associated with this award increase are estimated to be $8,247.94. The maximum recoverable indirect cost is estimated to be $2,407.24; there is a cap of 8% on operating costs. A cash or non-cash match is non-applicable. The award is non-competitive and is based on number of eligible students and enrollment. This award supports a continuing mandated function. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. The priority use for these funds is to ensure Maricopa County Jail Education Programs are in compliance with state and federal special education requirements. These funds will be used to contract with special education consultants to work with staff in implementing the IDEA Laws and Regulations, to assist staff in providing transitional services and to assist in special education program improvement efforts. No additional offers on the parcel will be accepted. Parcel Number – 101-40-012B Date Previously Offered – April 2020 Purchaser / Name for the Deed – Maricopa County Department of Transportation. Amount of Offer – $150.00 The County may sell parcel 101-40-012B pursuant to A.R.S. § 42-18303(E), which authorizes the sale of state tax-deeded land to a county, city, town, or special district within the county for a public purpose related to transportation or flood control. An Assessor’s Office review is not required, as subsection F does not apply. Also, pursuant to A.R.S. §42-17106(B), authorize the Office of Budget and Finance to make the following FY 2027 Revised budget adjustments at the beginning of FY 2027: a) Increase the expenditure authority for the Transportation (D640) Transportation Grants Fund (223) Non-Recurring Non-Project (NRNP) by $1,912. b) Increase the expenditure authority for the Emergency Management (D150) Emergency Management Fund (215) Non-Recurring Non-Project (NRNP) by $25,320. c) Decrease the expenditure authority in the Non Departmental (D470) Non Departmental Grants Fund (249) Non-Recurring Non-Project (NRNP) Contingency (4711) in the line “Unassigned Contingency” by $27,232. The County Treasurer’s Office received the original FFY 2024 National Forest Fees payment in April 2025 for $116,252.87 and the remaining reauthorized payment was received in March 2026 for $216,519.66 for an updated payment amount of $332,772.53. The $332,772.53 represents Maricopa County’s share of the National Forest Fees Apportionment. Under the Agreement, the District shall refer eligible children to the County’s Head Start program, and the Head Start Program shall refer eligible children to the District. Services and activities under this Agreement shall be provided by the Maricopa County Head Start Program (“Head Start Program”). The Head Start Program is federally funded by the U.S. Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of Head Start (OHS). The Agreement also establishes the guidelines for the County’s use of classroom and playground space at identified District schools. Amendment No. 1 includes the following changes: A. Extends the Agreement term from July 1, 2026, through June 30, 2027 (Fiscal Year 2027). B. Updates the County point of contact. C. Replaces Section 19.0 (Insurance) with required language. D. Revises Section 28.0 (Collaboration Activities) by replacing 28.8 to update community-based locations and add subsection 28.9 to revise referral language. E. AMENDMENT TO IGA WITH CITY OF AVONDALE FOR WORKFORCE DEVELOPMENT SERVICES (Supervisor District: 5) Approve a financial Amendment No. 2 to the Intergovernmental Agreement (IGA) between the City of Avondale (City) and Maricopa County (County), administered by its Human Services Department, Workforce Development Division (WDD). The purpose of this Agreement is to integrate the County’s workforce development system into the City’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the City’s employers to attract and retain top talent and to provide adult and youth services. Service activities shall be delivered within Arizona Complete Health Resource Center located at 995 E. Riley Dr., Avondale, AZ 85323. A Maricopa County WDD Coordinator will provide services under this Agreement. Additionally, an Itinerant Youth Career Advisor will be located at the center 1 day per week. The City of Avondale will share 50% of the cost of personal salary and related expenses for the administration and operation of the program. AMENDMENT TO IGA WITH CITY OF SURPRISE FOR HOMELESSNESS OUTREACH SERVICES (Supervisorial District: 4) Approve financial Amendment No. 3 to the Intergovernmental Agreement (IGA) between the City of Surprise (“City”) and Maricopa County (“County”), administered by the Human Services Department. The City and the County are collectively referred to as the “Parties”. Amendment No. 3 continues and strengthens the Parties’ collaboration to reduce homelessness in Maricopa County through the County’s Hand in Hand program by expanding homelessness outreach services in West Valley communities and improving access for individuals and families in remote areas. The purpose of this Agreement is to establish a collaboration between the Parties focused on a strategy to reduce homelessness with an added focus in wash and canal areas (e.g. Agua Fria, Skunk Creek, and New River). The Cities including, but not limited to, Goodyear, Peoria, Surprise, Sun City, Sun City West, Waddell, Wittmann, Town of Youngtown and City of El Mirage (Subregional Partners) are committed to providing outreach teams with needed resources to assist individuals who are unsheltered to transition into permanent housing. Under the current Agreement term of July 1, 2025, through June 30, 2026, the City provided $50,000 to the County for program service delivery. Amendment No. 3 includes the following changes: A. Extend the Agreement term identified on page 1 of the Agreement through June 30, 2027 (Fiscal Year 2027). B. Revise Attachment A: Budget in Paragraph 5.0 (Funding) to provide the County with $50,000 for the period of July 1, 2026, through June 30, 2027 (Fiscal Year 2027). C. Revise Paragraph 10.0 (Notices) by updating the County point of contact. D. Revise and replace Paragraph 15.0 (General Liability Insurance Exception) with required language in 15.0 (Insurance). This is a non-recurring, non-competitive Agreement requiring no cash match, or in-kind contribution and creates no County obligations beyond the term. The Human Services Department provisional indirect rate for FY2027, approved by the U.S. Department of Health and Human Services is 24% for salaries and employee-related expenses. Agreement funds total $50,000, of which $0 will be allocated for salaries and ERE; therefore, indirect costs are $0 and not subject to indirect cost recovery. The services provided under this Agreement are not mandated services but provide a benefit to the residents of Maricopa County by increasing the availability of outreach services to individuals and families experiencing homelessness. AMENDMENT TO IGA WITH CHANDLER UNIFIED SCHOOL DISTRICT (Supervisorial District: 1) Approve a non-financial Amendment No. 1 to the Agreement between Chandler Unified School District and Maricopa County, administered by its Human Services Department Head Start Program. The purpose of the Agreement is to establish a process for providing services to preschool children, including children with disabilities as defined in A.R.S. §15-761, ages three years old to kindergarten-eligible five-years-olds, in compliance with federal and state laws and regulations, Chandler Unified School District policy, and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). Under the Agreement, the District shall refer eligible children to the County’s Head Start program, and the Head Start Program shall refer eligible children to the District. Services and activities under this Agreement shall be provided by the Maricopa County Head Start Program (“Head Start Program”). The Head Start Program is federally funded by the U.S. Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of Head Start (OHS). Amendment No. 1 includes the following changes: A. Extends the Agreement term from July 1, 2026, through June 30, 2027 (Fiscal Year 2027). B. Updates the County point of contact. C. Replaces Section 19.0 (Insurance) with required language. D. MARICOPA COUNTY PY/FY 2026-2027 ANNUAL ACTION PLAN FOR HUD FUNDED ACTIVITIES AND RECEIPT OF U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FUNDS (Supervisorial District: All) Approve the following items regarding the Maricopa County Annual Action Plan (AAP) for the U.S. Department of Housing and Urban Development (HUD) for funded activities for: Community Development Block Grant (CDBG); HOME Investment Partnerships Program (HOME); and Emergency Solutions Grant (ESG) Programs: Approval of this item includes: (1) Approve the submission of the Fiscal Year/Program Year (FY/PY) 2026-2027 Annual Action Plan (AAP) for the HOME Consortium and Urban County; and acceptance of CDBG, HOME and ESG funding for PY2026 (FY2027). HUD notified the County of fund allocations for PY2026. The AAP activities are based on HUD allocations and prior year’s reallocated funds as well as prior year’s program income. Funds will be spent over multiple years per allowable regulations and may be reallocated, if necessary, with input through the Citizen Participation Plan (CPP) as previously approved by the Board of Supervisors. Submittal of Consolidated Plan and AAP are HUD requirements. (2) Approve the receipt and expenditure of the PY2026 (FY2027) HUD funds in the amount of $7,640,797.45 allocated per each HUD program (See Attachment A for PY2026 allocations): • $2,932,133 Community Development Block Grant (CDBG) • $4,450,189.45 HOME Investment Partnerships Program (HOME) • $258,475 Emergency Solutions Grant (ESG) (3) Approve the expenditure of reallocated funds from previously approved HOME funds to be utilized in PY2026 projects; as well as the receipt and expenditure of HOME Consortium Program Income funds generated by prior year HUD agreements and activities. (See Attachment A) (4) Approve the expenditure of reallocated funds from previously approved CDBG funds to be utilized in PY2026 projects; as well as the receipt and expenditure of Program Income funds generated by prior year HUD agreements and activities. (See Attachment A) (6) Appoint the Director of the Human Services Department or their designee as the certifying representative of the County according to the requirements of the U.S. Department of Housing and Urban Development; authorize the certifying representative to submit the referenced plans and sign all certifications and documents related to the grant funds; and authorize the certifying representative to accept and sign the HUD Grant Agreements for CDBG, HOME and ESG funds on behalf of the County. Maricopa County is the recipient of annual, reoccurring, non-competitive HUD funding. The Human Services Department FY2026 approved, and FY2027 provisional indirect cost rate is 24% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The total grant funds are $7,640,797.45 of which $1,050,831 is available for administration including salaries and benefits (CDBG $586,427, HOME $445,018, and ESG $19,386). The maximum total estimated indirect costs and fully recoverable are $252,199. $140,742 for CDBG funds, $106,804 for HOME funds and $4,653 for ESG funds). Budget adjustments will be made when the Indirect rate costs have been fully negotiated and shall be effective as of July 1, 2025. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The services provided by the grant funds are not mandated services but are a benefit to County residents by providing funding to communities for improved infrastructure and increased affordable housing. Receipt of the grant funds do not require match funds or future or ongoing contributions at the end of the funding availability period. Approval of this item shall not impact the County General Fund. 65. ADDITION TO FLEET FOR OFFICE OF THE MEDICAL EXAMINER Approve an addition to the Office of the Medical Examiner's (OME) fleet of a mid-size 4X4 truck with crew cab, approximately $45,000. The OME is statutorily mandated to investigate deaths meeting the reporting criteria in ASRS 11-593. The majority of these deaths require a scene investigation to be performed by a Medicolegal Death Investigator (MDI). In calendar year 2025, MDIs performed over 4,500 death scene investigations. Additional uses of the fleet vehicles include collecting hospital-obtained specimens for toxicology testing. The OME currently has 9 vehicles in its fleet. During peak times, it is not uncommon for all of the vehicles in service to be in use, and an MDI waits for a vehicle to be returned so that they can respond to a death scene. This additional vehicle will allow the OME to promptly respond to death scenes during all times of the year, especially summer surge months. (C-29-26-004-X-00)

IGA WITH CITY OF PEORIA FOR RIGHT OF WAY ASSISTANCE (Supervisorial District: 4) Approve Intergovernmental Agreement (IGA) between Maricopa County and City of Peoria for the acquisition of right of way on properties within unincorporated Maricopa County as impacted by Peoria’s Capitol Improvement Project EN00537 (El Mirage Rd – Loop 303 to Jomax Rd). This Agreement shall become effective as of the date it becomes fully executed. The term of this Agreement shall be for ten (10) years after the effective date or until all existing and acquired land rights within unincorporated Maricopa County have been transferred to the City, whichever occurs first. The Parties may extend the term for additional periods, up to ten (10) years each, by written agreement signed by both Parties. The City of Peoria is requesting this IGA to assist with acquiring the right-of-way for their Capital Improvement Project EN00537 El Mirage Road: L303 to Jomax Road. This project will form a continuous extension of El Mirage Road from Loop 303 on the south to Jomax Road on the north. The roadway will be a major arterial roadway with 3 lanes in each direction, landscaped median, curb, gutter, sidewalk and lighting. The intersection with Happy Valley Road will be signalized and the project signalizes the Traffic Interchange at Loop 303 as well. The majority of the project is located in unincorporated Maricopa County, and the City has executed an Intergovernmental Agreement with Maricopa County for the design, construction, operation and maintenance of the roadway. P5205-001) (Supervisorial District: 3) Find that the proposed annexation will not adversely impact the levels of county services to the remaining unincorporated territory for the proposed City of Phoenix Annexation No. 554, Briles Pass Annexation, lying with a portion of Section 6 Township 4N Range 3E of the Gila and Salt River Meridian, Maricopa County, Arizona. Known as APNs 210-11-012A, 210-11-002A, 210-11-004C, 210-11-004G, and 210-11-004A, and 210-11- 014B. Notice conditions and the request for comment requirements have been met. Pursuant to provisions in Arizona Revised Statute (A.R.S.) § 9 471.I, “A city or town shall not annex territory if, as a result of that annexation, unincorporated territory is completely surrounded by the annexing city or town or a combination of the annexing city or town and other cities or towns, unless the county board of supervisors for the county in which the territory is located makes a finding that the proposed annexation will not adversely impact the levels of county services to the remaining unincorporated territory.” It is recommended by the Department of Transportation Director that the Board of Supervisor finds that the proposed annexation lying with a portion of Section 6 Township 4N Range 3E of the Gila and Salt River Meridian, Maricopa County, Arizona. Decrease the expenditure budget for the Transportation (D640) Transportation Capital Project Fund (234) Maricopa Association of Government’s Arterial Life Cycle Program (ALCP) Project by $2,000,000. 2. Increase the expenditure budget for the Transportation (D640) Transportation Capital Project Fund (234) Transportation System Management (TMAN) Project by $2,000,000. 3. For fiscal year 2025-2026 the Board of Supervisors approved the Department of Transportation capital budget of $89,798,862 with the condition that any movement of budget funds between projects must be approved by the Board. The requested adjustment is necessary to realign project budgets to provide funding to more closely match the year-end projected expenditure amounts. 84. CHANGE ORDER WITH WSP USA INC. FOR (TT0561) CONSTRUCTION MANAGEMENT SERVICES FOR OLIVE AVENUE FROM LOOP 303 TO REEMS ROAD (Supervisorial District: 4) Approve Change Order #5 for Contract No. 2018-056 with WSP in the amount of $1,279,985.19. This is the differential between funds remaining in the contract and the estimated amount to complete the Construction Administration and Inspection services WSP was originally contracted to perform. This contract change order pertains to construction management services for Olive Avenue from Loop 303 to Reems Road. The original contract, executed in 2019, covered Olive Avenue from Loop 303 to Sarival Avenue. In 2020, the project scope was expanded to include the segment from Sarival Avenue to Reems Road after the two adjacent projects were consolidated during design. In 2023, construction was deferred to 2026, delaying the start of construction activities. This delay resulted from several factors. Mark Anthony Brewing (MAB), located north of Reems Road, initiated development of a 1 million-square-foot facility. This development required the installation of a water line crossing within the project corridor. Additional delays were caused by project redesign efforts related to railroad crossings at both Sarival Avenue and Reems Road and the design and construction of the Maricopa Water District (MWD) irrigation infrastructure. The overall cost increase is primarily attributable to these delays and ongoing coordination with commercial developments along the Olive Avenue corridor. These developments by permit have included the installation of utility infrastructure, necessitating additional design coordination and extending the project timeline due to the rapid pace of permit construction in adjacent municipalities. Furthermore, since the contract was awarded in 2019, labor costs have risen, and the consolidation of the two projects has also contributed to higher overall costs. An updated Scope of Work and an accepted Fee Proposal are included in this Change Order. After various changes to the Scope of this project, construction is anticipated to start in the summer of 2026 and be completed in early 2028. (C-64-26-159-X-00)

85. FEDERAL HIGHWAY ADMINISTRATION FEDERAL-AID PROJECT AGREEMENT (TT0732) FOR WINTERSBURG ROAD; SALOME HIGHWAY TO VAN BUREN ST. W OF BUCKEYE (Supervisorial District: 4) Authorize the Maricopa County Department of Transportation (MCDOT) to accept federal funding reimbursements as approved by the Maricopa Association of Governments (MAG) and expend the grant funds for the Department of Transportation: Transportation Improvement System Project, sub-project TT0732: Wintersburg Rd Van Buren St to Salome Highway up to the total cost of the project. In association with the Maricopa Association of Governments and Arizona Highway Safety Improvement Program (HSIP), the proposed project for Wintersburg Road involves the addition of centerline rumble strips and the addition of pavement on the west side of Wintersburg Road to accommodate a northbound and southbound passing lane between Salome Hwy and Van Buren Street; length of about 1.6 miles. The estimated construction cost of the project is $2,455,629. MAG has authorized $2,316,042 in federal reimbursement funds available in FY 2026. MCDOT’s local 5.70% match portion is $139,587 and will be absorbed by the department’s Transportation Improvement Budget. The total project cost of $2,465,629.00 includes $10,000.00 of funds provided by MCDOT previously used for Preliminary Engineering and are not part of the requested Procurement cost in this authorization. The grant awarded is a one-time award. There are no future or ongoing contributions required after the grant period ends. The grant fulfills a mandated service that the department is required to perform. The grant award is competitively bid, and other eligible agencies may or may not bid on this grant award. MCDOT’s FY 2026 indirect cost rate is 31.38%. All costs under this agreement are for capital expenditures, not subject to indirect cost recovery. PERFORMANCE INFORMATION: Program: Transportation Improvement Program Activity: Construction Performance Measure: Deliver the 2026 TIP. This Agreement shall become effective as of the date it is executed by all the governing bodies of the Parties and shall remain in full force and effect until all stipulations previously indicated have been satisfied. 91. SETTING OF HEARING FOR THE PROPOSED PALOMINO ACRES IRRIGATION WATER DELIVERY DISTRICT IMPACT STATEMENT (Supervisorial District: 1) 1. Pursuant to A.R.S. § 48-261 and § 48-263, set a hearing date to receive the impact statement for the proposed Palomino Acres Irrigation Water Delivery District. The hearing date is set for Wednesday, June 24, 2026, at 9:30 a.m., 205 W. Jefferson, Phoenix, AZ 85003. 2. Pursuant to A.R.S. § 48-261(C), approve a bond in the amount of $250 to be filed with the Board by the persons proposing the district to cover cost incurred by the County. 95. AQ-2025-004-RULE 230 (GENERAL PERMITS) (Supervisor Districts: All Districts) Set a public hearing, as required by Arizona Revised Statutes (A.R.S.) Section 49-479(b), for June 24, 2026, at 9:30 a.m. to solicit comments on the proposed revision of Maricopa County Air Pollution Control Regulations, Rule 230 (General Permits) and the associated proposed revision to the Arizona State Implementation Plan (SIP). Following the public hearing, the Board is requested to adopt the proposed amendments to the rule and to approve submission of the amended rule as a revision to the Arizona SIP. The purpose of Rule 230 is to establish procedures for developing and issuing general permits for similar sources subject to the same or substantially similar regulatory requirements. Rule 230 is a part of the Maricopa County Air Quality Department’s (MCAQD) New Source Review (NSR) rules which make up the preconstruction permitting program. MCAQD currently has general permits for 12 facility classes for smaller Non-Title V sources. In 2019, MCAQD submitted Rule 230 to the U.S. Environmental Protection Agency (EPA) along with six other MCAQD rules that make up the NSR permitting program as a revision to the Arizona SIP. In 2022, the EPA approved six of the seven NSR rules, deferring action on Rule 230. The EPA later provided rule approvability comments on Rule 230. MCAQD is proposing revisions to address these comments by ensuring the rule complies with the general SIP requirements for NSR programs in the Code of Federal Regulations (CFR) under 40 CFR 51.160 through 164. Additionally, MCAQD is proposing to revise Rule 230 to expand the general permit program by allowing larger Non-Title V and Title V sources to potentially qualify for general permits. These revisions may reduce costs for these businesses due to reduced review time and lower application fees compared to individual permits. (C-85-26-015-X-00)

97. ADOPT RESOLUTION FOR THE 2026 PRIMARY ELECTION BE IT RESOLVED that the Maricopa County Board of Supervisors adopts a resolution authorizing the use of Vote Centers for the 2026 Primary Election. The list of vote centers and emergency voting centers and their hours of operation are on file with the Clerk of the Board of Supervisors and retained in accordance with LAPR approved retention schedule and are posted on Maricopa County's Elections website. The Director of Elections is authorized to sign and approve vote center facility use agreements. If a vote center established pursuant to this resolution becomes unavailable and there is not sufficient time for the Board of Supervisors to convene to approve an alternate location for that vote center, the Elections Director that oversees in-person voting is authorized to make changes to the approved vote center location and shall notify the public and the Board of Supervisors regarding the change as soon as practicable. The alternate vote center shall be as close in proximity to the approved vote center location as possible. The list of vote centers and emergency vote centers as of July 21, 2026 Primary, are listed in exhibits (A) and (B). The Board of Supervisors also authorized the use of drop boxes for the CD Special Primary and General Elections. The list of drop boxes is included in exhibit (C). The drop boxes will adhere to the security requirements established in the December 2025 Arizona Secretary of State’s Elections Procedures Manual and will be used to accept early ballots dropped off by voters in their early ballot affidavit envelope. The list of drop boxes and their hours of operation will be on file with the Clerk of the Board of Supervisors and retained in accordance with LAPR approved retention schedule and are posted on Maricopa County Election’s Departments website. If a location authorized pursuant to this resolution becomes unavailable and there is not sufficient time for the Board of Supervisors to convene to approve an alternate location, the Director of the Elections Department is authorized to designate an alternate drop box location and shall notify the public and the Board of Supervisors of the change as soon as practicable. IGA WITH THE CITY OF SCOTTSDALE FOR 68TH STREET STORM DRAIN PROJECT (Supervisorial District: 2) Approve Intergovernmental Agreement (IGA) FCD 2026A007 for the 68th Street Storm Drain Project (PROJECT) between the City of Scottsdale (CITY) and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date, or upon Project completion, whichever occurs first. The PROJECT area is located within the City of Scottsdale. The PROJECT is intended to mitigate the flood hazards along 68th Street from Monterosa Street to Roma Avenue. The area was part of the Lower Indian Bend Wash (LIBW) Area Drainage Master Study/Plan (ADMS/P), a regional study sponsored by the Flood Control District of Maricopa County (FCDMC) and completed in December 2017. The ADMP report identified five regional drainage improvement areas and eleven smaller localized drainage improvement areas. The subject storm drain extension is located in one of the localized drainage improvement areas. The estimated cost for this Project is $2,600,000 and the PROJECT cost will be shared between the DISTRICT and the CITY. The District’s estimated share of the Project cost is $1,300,000 and the City’s estimated share of the Project cost is $1,300,000. The City will operate and maintain the completed Project. The change order also includes additional approvals/fieldwork (environmental, archeological, etc.), expedited design, and updates to FEMA maps after the flood improvements are completed. The Paradise Ridge Channel (extending from the southwest corner of Pinnacle Peak Road & Scottsdale Road, south approximately 2.5 miles to State Route 101) was identified in the Pinnacle Peak West Area Drainage Master Study as being a necessary component to control the alluvial fan flooding in the area. This PROJECT will reduce the flood hazard in the area and complete the final step of a comprehensive solution to this drainage corridor. (C-69-22-123-X-02)

106. Public comment on matters pertaining to Maricopa County government. Please limit comments to two minutes. Pursuant to Arizona Open Meeting Law, the Chair may exercise his or her discretion to expand upon, limit, or suspend public comment. In the event there is a loss of quorum during the meeting, pursuant to Arizona Open Meeting Law, the Chair may either recess the meeting to attempt to reestablish a quorum or adjourn the meeting as necessary. Note that pursuant to Arizona Open Meeting Law, Board members may not discuss matters raised under this public comment portion of the meeting; however, an individual Board member may respond to criticism made by those who have addressed the Board, ask staff to review an issue raised or may ask that the matter be placed on a future agenda. (Public comment is at the discretion of the Chair.) If you would like to send a written comment, please send email to agenda.comments@maricopa.gov . Written comments will be summarized at the meeting noting the topic or topics. All written comments will be forwarded to each Board Office for their review.
