85. FEDERAL HIGHWAY ADMINISTRATION FEDERAL-AID PROJECT AGREEMENT (TT0732) FOR WINTERSBURG ROAD; SALOME HIGHWAY TO VAN BUREN ST. W OF BUCKEYE (Supervisorial District: 4) Authorize the Maricopa County Department of Transportation (MCDOT) to accept federal funding reimbursements as approved by the Maricopa Association of Governments (MAG) and expend the grant funds for the Department of Transportation: Transportation Improvement System Project, sub-project TT0732: Wintersburg Rd Van Buren St to Salome Highway up to the total cost of the project. In association with the Maricopa Association of Governments and Arizona Highway Safety Improvement Program (HSIP), the proposed project for Wintersburg Road involves the addition of centerline rumble strips and the addition of pavement on the west side of Wintersburg Road to accommodate a northbound and southbound passing lane between Salome Hwy and Van Buren Street; length of about 1.6 miles. The estimated construction cost of the project is $2,455,629. MAG has authorized $2,316,042 in federal reimbursement funds available in FY 2026. MCDOT’s local 5.70% match portion is $139,587 and will be absorbed by the department’s Transportation Improvement Budget. The total project cost of $2,465,629.00 includes $10,000.00 of funds provided by MCDOT previously used for Preliminary Engineering and are not part of the requested Procurement cost in this authorization. The grant awarded is a one-time award. There are no future or ongoing contributions required after the grant period ends. The grant fulfills a mandated service that the department is required to perform. The grant award is competitively bid, and other eligible agencies may or may not bid on this grant award. MCDOT’s FY 2026 indirect cost rate is 31.38%. All costs under this agreement are for capital expenditures, not subject to indirect cost recovery.
