100. CONTRACT WITH JUST COMMUNITIES ARIZONA FOR FISCAL MANAGEMENT OF JUSTICE REINVESTMENT FUNDS Pursuant to MC1-329 of the Maricopa County Procurement Code, a contract was awarded to Just Communities Arizona who was a successful bidder to PH RFP 230170 Fiscal Agent to Manage Reinvestment Funds. The RFP was released on April 07, 2023 and responses were due by 2:00pm on May 15, 2023. A Public Health Evaluation Committee determined, by evaluation criteria included in the RFP, that Justice Communities Arizona was the most advantageous to Maricopa County. Approve the awarded contract between Just Communities Arizona and Maricopa County by and through its Department of Public Health (MCDPH) for the fiscal management of justice reinvestment funds. Just Communities Arizona will be responsible for ensuring that those who are at the highest risk for justice interactions are being supported through community based, holistic approaches, that can supplement current justice models for prevention and service provisions to individuals and neighborhoods that are disproportionately impacted by high arrest and incarceration rates. The term of the awarded contract shall be July 01, 2023 through June 30, 2024 with a not-to-exceed amount of $500,000. (C-86-23-175-X-00)

AMENDMENT TO PH RFP 230170 WITH JUST COMMUNITIES ARIZONA Approve Contract Amendment 2 to PH RFP 230170 between Maricopa County by and through the Department of Public Health and Just Communities Arizona. This amendment shall update the term expiration date to June 30, 2026. An additional $1,084,548 shall be added as outlined in Exhibit A-1 bringing the new not to exceed (NTE) to $1,584,548. AMENDMENT TO CONTRACT WITH JUST COMMUNITIES ARIZONA FOR THE ADDITION OF YOUTH MENTAL HEALTH AND WELLNESS PROGRAM Approve Contract Amendment 3 to PH RFP 230170 between Maricopa County by and through the Department of Public Health and Just Communities Arizona. An additional $90,000 shall be added for the addition of Youth Mental Health and Wellness to the Scope of Work bringing the new not to exceed (NTE) to $1,674,548. Exhibit B-2, Scope of Work shall be added for the January 2025 – June 2026 term as shown on page 2 of the amendment. Section 1.0, Contract Term, shall be updated to reflect a new term end date of June 30, 2027. Exhibit A, Total Requested, shall be revised with a new not-to-exceed amount of $3,056,655. This reflects an increase of $1,382,107 to be used for Year 3 beginning July 1, 2026, through June 30, 2027. Exhibit A-2, Year 3 Budget Sheet & Narrative, has been added for the Year 3 budget period and begins on page 2 of this amendment. Exhibit B-3, Revised Scope of Work, has been added for Year 3 and begins on page 6 of this amendment. Exhibit D, Year 3 Timeline, has been added and begins on page 9 of this amendment. All other terms and conditions of the original contract shall remain in full force and effect. This contract was completed pursuant to MC1-329 of the Maricopa County Procurement Code. Funding for this contract is from the passage of Proposition 207 which created the Justice Reinvestment Fund, allowing local public health departments including Maricopa County Department of Public Health (MCDPH) to distribute grants to qualified nonprofit organizations to provide justice reinvestment programs as defined by Arizona Revised Statute § 36-2863(G)(1-4). Just Communities Arizona is responsible for ensuring that those who are at the highest risk for justice interactions are being supported through community based, holistic approaches that can supplement current justice models for prevention and service provisions to individuals and neighborhoods disproportionately impacted by high arrest and incarceration rates.
