IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR HOUSING SUPPORT SERVICES Approve an intergovernmental Agreement (Agreement) with Arizona Department of Economic Security (DES) (DI23-002395) and Maricopa County, administered by its Human Services Department. The purpose of the Agreement is for the County to administer Housing Support Services in Maricopa County by providing assistance to indi viduals/families: • In obtaining permanent housing for those who are experiencing homelessness, • To provide Emergency Shelter for the individuals and households while permanent housing options are located. DES will provide the County with $1,445,832 cons isting of $722,916 in U.S. Department of Housing and Urban Development (HUD) Emergency Solutions Grants (ESG), and $722,916 from Temporary Assistance for Needy Families (TANF), Social Services Block Grant (SSBG), Lottery, State Homeless funds, and addition al funding sources as may be available. The Agreement term shall begin July 1, 2023, through June 30, 2024. DES provided this Agreement through a non-competitive basis. Funding is a first-time occurrence. The purpose of the Agreement is for the County to administer Housing Support Services in Maricopa County by providing assistance to individuals/families: The Purpose of the Amendment is to address the following: 1. To revise Section 10.0 Reporting Requirements, Subsection 10.3.2 is revised to change the requirement from monthly to quarterly as follows: 10.3.2 Submit the Returns to Homelessness After Positive Exit Destination Report for each ADES ESG-funded activity (Street Outreach, Emergency Shelter, Rapid Re-Housing, Homeless Prevention) by the twentieth (20th) day following the end of each quarter. 2. In accordance with Section 11.0 Payment Requirements, subsection 11.2, revise and replace Attachment 1 - Itemized Service Budget (ISB) in its entirety with the attached in the amount of $1,445,832.00 for the contract period of July 1, 2023, through June 30, 2024. Arizona Department of Economic Security contracts with the County on an annual reoccurring, non-competitive basis. Receipt of the funds from DES does not require in-kind or match funds and no future or ongoing contributions by the County are required at the end of the Agreement term. The Human Services Department provisional indirect rate is 22.2% by the U.S. Department of Health and Human Services for FY2025 for salaries and employee related expenses. The total Amendment funding amount is $1,445,832.00 of which $87,544 is for salaries and employee related expenses. The total estimated indirect costs are $19,435 and fully recoverable. Budget adjustments will be made when the Indirect rate costs have been fully negotiated and shall be retroactive to July 1, 2024. The services provided under this Agreement are not a mandated function but provides a benefit to the citizens of Maricopa County by providing housing assistance or supportive services to individuals and families to prevent homelessness. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. Receipt of the funds will not impact the County General Fund. DES provides funding to the County for administration of the Housing Support Services in Maricopa County by providing assistance to individuals/families experiencing homelessness to obtain stable housing and to provide emergency shelter and case management services while permanent housing options are located. The Purpose of Amendment No. 5 is to revise the Agreement as follows: A. Revise Section 9.0 Manner of Financing, subsection 9.1, the Contract reimbursement ceiling is changed from $1,445,832.00 to $1,584,960.39 for the period of July 1, 2024, through June 30, 2025, an increase of $139,128.39. B. Therefore, the revised service budget for the period of July 1, 2024, through June 30, 2025, is added and attached. The foregoing paragraphs contain all the changes made by this Amendment No. 5. All other terms and conditions of the Agreement and previously approved Amendments remain in full force and effect. The Amendment shall become effective on the date of last signature. Arizona Department of Economic Security contracts with the County on an annual reoccurring, non-competitive basis. The Human Services Department indirect rate is 24% as approved by the U.S. Department of Health and Human Services for FY25 for salaries and employee related expenses. 35. AMENDMENT TO IGA WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY FOR HOUSING SUPPORT SERVICES Approve revenue Amendment No. 6 to the Intergovernmental Agreement (Agreement) with Arizona Department of Economic Security (DES) (DI23-002395) and Maricopa County (County), administered by its Human Services Department. DES provides funding to the County for administration of the Housing Support Services in Maricopa County by providing assistance to individuals/families experiencing homelessness to obtain stable housing and to provide emergency shelter and case management services while permanent housing options are located. The Purpose of Amendment No. 6 is to revise the Agreement as follows: A. Extend the term of the Agreement through June 30, 2026 B. Delete Subsections 10.3.2 and 10.3.3 from Section 10.0 (Reporting Requirements) The foregoing paragraphs contain all the changes made by this Amendment No. 6. All other terms and conditions of the Agreement and previously approved Amendments remain in full force and effect. The Amendment shall become effective on the date of last signature. Arizona Department of Economic Security contracts with the County on an annual reoccurring, non-competitive basis. Receipt of the funds from DES does not require in-kind or match funds and no future or ongoing contributions by the County are required at the end of the Agreement term. The Human Services Department indirect rate is 24% as approved by the U.S. Department of Health and Human Services for FY25 for salaries and employee related expenses. The total Amendment funding amount is $0.00 of which $0.00 is for salaries and employee related expenses. Funds will be passed through to subrecipients and are not subject to indirect cost recovery. The services provided under this Agreement are not a mandated function but provides a benefit to the citizens of Maricopa County by providing housing assistance or supportive services to individuals and families to prevent homelessness. The Amendment revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this Amendment through future budget reconciliation. Receipt of funds will not impact the County General Fund. Funding for the period of July 1, 2025 through June 30, 2026 is $1,596,269.40. The foregoing paragraphs contain all the changes made by this Amendment No. 7. All other terms and conditions of the Agreement and previously approved Amendments remain in full force and effect. The Amendment shall become effective on the date of last signature. AMENDMENT TO AGREEMENT WITH TEMPE COMMUNITY ACTION AGENCY FOR EMERGENCY SHELTER SERVICES (Supervisorial District: All) Approve a non-financial Amendment to the Agreement (“Agreement”) between Tempe Community Action Agency, a community based non-profit organization (“Subrecipient”) and Maricopa County the (“County”) administered by its Human Services Department. The purpose of the Agreement is for the Subrecipient to provide emergency shelter and case management services for individuals and families at risk of or experiencing homelessness (Emergency Shelter or Program), with the primary goal to offer safe housing to those who would otherwise be unhoused. The County provided the Subrecipient with $159,042.00 (Fiscal Year 2026) in Emergency Solutions Grant (ESG) funding provided to the County through an Intergovernmental Agreement (IGA) with Arizona Department of Economic Security (DES) under IGA DI23-002395/ C-22-23-107-X-00. The current term of the Agreement is July 1, 2024, through June 30, 2026. The Purpose of the Amendment is to address the following: 1. Add Federal Award Identification Number (FAIN) and Award Date to Page 1 of the Agreement. 2. Revise the Agreement Expiration Date on Page 1 to June 30, 2027 3. FOR EMERGENCY SHELTER SERVICES (Supervisorial District: All) Approve a non-financial Amendment No.3 between Community Bridges, Inc., a community based non-profit organization (“Subrecipient”) and Maricopa County the (“County”) administered by its Human Services Department. The purpose of the Agreement is for the Subrecipient to provide emergency shelter and case management services to assist individuals and families at risk of or experiencing homelessness, with the primary goal to offer safe housing to those who would otherwise be unhoused. The County provided the Subrecipient with $332,541 in Emergency Solutions Grant (ESG) funding through an Intergovernmental Agreement (IGA) with Arizona Department of Economic Security (DES) under IGA DI23-002395 (C-22-23-107-X-00). The term of the Agreement is July 1, 2024, through June 30, 2026. The Purpose of the Amendment is to address the following: A. Add Federal Award Identification Number (FAIN) and Award Date to Page 1 of the Agreement. B. Extend the Agreement Expiration Date on Page 1 through June 30, 2027. C.
