50. AMENDMENT TO IGA WITH TEMPE ELEMENTARY SCHOOL DISTRICT NO. 3 (Supervisorial District: 1, 2 and 5) Approve a non-financial Amendment No. 1 to the Intergovernmental Agreement (IGA) between Tempe Elementary School District No. 3 and Maricopa County, administered by its Human Services Department Head Start Program. The purpose of the Agreement is to establish a process for providing services to preschool children, including children with disabilities as defined in A.R.S. §15-761, ages three years old to kindergarten-eligible five-years-olds, in compliance with federal and state laws and regulations, Tempe Elementary School District policy, and the Improving Head Start for School Readiness Act of 2007 (42 U.S.C. §§ 9801, et seq.). Under the Agreement, the District shall refer eligible children to the County’s Head Start program, and the Head Start Program shall refer eligible children to the District. Services and activities under this Agreement shall be provided by the Maricopa County Head Start Program (“Head Start Program”). The Head Start Program is federally funded by the U.S. Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of Head Start (OHS). The Agreement also establishes the guidelines for the County’s use of classroom and playground space at identified District schools. Amendment No. 1 includes the following changes: A. Extends the Agreement term from July 1, 2026, through June 30, 2027 (Fiscal Year 2027). B. Updates the County point of contact. C. Replaces Section 19.0 (Insurance) with required language. D. Revises Section 28.0 (Collaboration Activities) by replacing 28.8 to update community-based locations and add subsection 28.9 to revise referral language. E. Revises Section 29.0 (Facility Use) by replacing subsection 29.2 to update language. The Head Start program currently utilizes classroom space (at no cost to the County) in one Tempe District school, Frank Elementary School. (C-22-26-015-X-01)
