87. IGA WITH CITY OF EL MIRAGE FOR SERVICES TO UNSHELTERED INDIVIDUALS Approve a financial Intergovernmental Agreement (Agreement) between the City of El Mirage (City) and Maricopa County (County), administered by its Human Services Department. The City and the County are collectively referred to herein as the “Parties”. The purpose of this Agreement is to establish a collaboration between the Parties focused on a strategy to reduce homelessness in the west valley communities, including the Agua Fria Wash, through the County’s “Hand in Hand” program (the Program). The City of El Mirage, Sun City, Sun City West, Waddell, Wittmann, Town of Youngtown and City of Surprise (Subregional Partners) are committed to provide outreach teams with needed resources to assist individuals who are unsheltered to get connected to needed services and ultimately transition into permanent housing. Outreach will include a versatile combination of case management, coordination with municipal entities and connection to services such as workforce programs, mental health care and substance use support. Through a sustained targeted effort, this partnership endeavors to reduce local street homelessness in the areas as measured by the Point in Time count. The Agreement is effective January 1, 2024, through June 30, 2024, and may be extended upon acceptance and approval by the Parties. The Parties shall share in the costs for the service delivery; the City shall provide the County with $15,000 for service delivery for the Agreement term, in an amount not to exceed $2,500 per month. This is a non-reoccurring Agreement that is entered by the parties through a non-competitive process. Cash, match, or in-kind are not required. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to the residents of Maricopa County to ensure outreach services are provided to assist unhoused individuals and families with services to transition into permanent housing. The Human Services Department approved provisional indirect rate of 22.2% for FY2024, by the U.S. Department of Health and Human Services, is for salaries and employee related expenses. The Agreement funding amount is $15,000 of which $0 is for salaries and employee related expenses, therefore, $0 indirect costs are recoverable. Unrecoverable costs will be absorbed by the Human Services Department budget. Funds received from this Agreement do not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this Agreement through future grant reconciliation. This Agreement does not impact the County General Funds. 56. AMENDMENT TO IGA WITH CITY OF EL MIRAGE FOR HOMELESSNESS OUTREACH SERVICES Approve financial Amendment No. 1 to the revenue Intergovernmental Agreement (“Agreement”) between the City of El Mirage (“City”) and Maricopa County (“County”), administered by its Human Services Department. The purpose of the Agreement is to establish a collaboration between the Parties focused on reducing homelessness in the City of El Mirage and surrounding area through street outreach and navigation services for unsheltered individuals (the “Program”). Under the Agreement, the City of El Mirage provides funding to Maricopa County for program service delivery. The purpose of the Amendment is to address the following items: A. Extend the Agreement term from July 1, 2024, through June 30, 2025. B. Revise Section 5.0 (Funding) to address funding for the extension term. The City shall provide the County with $30,000 in funding for the Agreement term. Payments shall not exceed $2,500 per month. C. Revise Paragraph 10.0 (Notices) by updating the County contact information. Amendment No. 1 shall be effective upon approval and signature by both Parties. The City and the County are collectively referred to herein as the “Parties” and individually as “Party.” The purpose of the Agreement is to establish a collaboration between the Parties focused on reducing homelessness in the City of El Mirage and surrounding area through street outreach and navigation services for unsheltered individuals (the “Program”). The Program will provide outreach teams to assist individuals who are unsheltered transition into permanent housing, including coordination of case management; mental health service connections and substance use support. Under the Agreement, the City of El Mirage provides funding to Maricopa County for program service delivery. The City provided the County with $30,000 for service delivery for the Agreement term, July 1, 2024, through June 30, 2025. The purpose of Amendment No. 2 is to address the following: A. Extend the Agreement term from July 1, 2025, through June 30, 2026. B. Revise Paragraph 5.0 (Funding), to address funding for the extension term. AMENDMENT TO IGA WITH CITY OF EL MIRAGE FOR HOMELESSNESS OUTREACH SERVICES (Supervisorial District: 4) Approve financial Amendment No. 3 to the Intergovernmental Agreement (IGA) between the City of El Mirage (“City”) and Maricopa County (“County”), administered by the Human Services Department. The City and the County are collectively referred to as the “Parties”. Amendment No. 3 continues and strengthens the Parties’ collaboration to reduce homelessness in Maricopa County through the County’s Hand in Hand program by expanding homelessness outreach services in West Valley communities and improving access for individuals and families in remote areas. The purpose of this Agreement is to establish a collaboration between the Parties focused on a strategy to reduce homelessness with an added focus in wash and canal areas (e.g. Agua Fria, Skunk Creek, and New River). The Cities including, but not limited to, Goodyear, Peoria, Surprise, Sun City, Sun City West, Waddell, Wittmann, Town of Youngtown and City of El Mirage (Subregional Partners) are committed to providing outreach teams with needed resources to assist individuals who are unsheltered to transition into permanent housing. Under the current Agreement term of July 1, 2025, through June 30, 2026, the City provided $30,000 to the County for program service delivery. Amendment No. 3 includes the following changes: A. Extend the Agreement term as identified on page 1 of the Agreement through June 30, 2027 (Fiscal Year 2027). B. 1. Revise Attachment A: Budget in Paragraph 5.0 (Funding) to provide the County with $30,000 for the period of July 1, 2026, through June 30, 2027 (Fiscal Year 2027). B. 2. Revise Paragraph 10.0 (Notices) by updating the County point of contact. B. 3. Revise and replace Paragraph 15.0 (General Liability Insurance Exception) with required language in 15.0 (Insurance). This is a non-recurring, non-competitive Agreement requiring no cash match, or in-kind contribution and creates no County obligations beyond the term. The Human Services Department provisional indirect rate for FY2027, approved by the U.S. Department of Health and Human Services is 24% for salaries and employee-related expenses. Agreement funds total $30,000, of which $0 will be allocated for salaries and ERE; therefore, indirect costs are $0 and not subject to indirect cost recovery. The services provided under this Agreement are not mandated services but provide a benefit to the residents of Maricopa County by increasing the availability of outreach services to individuals and families experiencing homelessness.
