84. CHANGE ORDER WITH WSP USA INC. FOR (TT0561) CONSTRUCTION MANAGEMENT SERVICES FOR OLIVE AVENUE FROM LOOP 303 TO REEMS ROAD (Supervisorial District: 4) Approve Change Order #5 for Contract No. 2018-056 with WSP in the amount of $1,279,985.19. This is the differential between funds remaining in the contract and the estimated amount to complete the Construction Administration and Inspection services WSP was originally contracted to perform. This contract change order pertains to construction management services for Olive Avenue from Loop 303 to Reems Road. The original contract, executed in 2019, covered Olive Avenue from Loop 303 to Sarival Avenue. In 2020, the project scope was expanded to include the segment from Sarival Avenue to Reems Road after the two adjacent projects were consolidated during design. In 2023, construction was deferred to 2026, delaying the start of construction activities. This delay resulted from several factors. Mark Anthony Brewing (MAB), located north of Reems Road, initiated development of a 1 million-square-foot facility. This development required the installation of a water line crossing within the project corridor. Additional delays were caused by project redesign efforts related to railroad crossings at both Sarival Avenue and Reems Road and the design and construction of the Maricopa Water District (MWD) irrigation infrastructure. The overall cost increase is primarily attributable to these delays and ongoing coordination with commercial developments along the Olive Avenue corridor. These developments by permit have included the installation of utility infrastructure, necessitating additional design coordination and extending the project timeline due to the rapid pace of permit construction in adjacent municipalities. Furthermore, since the contract was awarded in 2019, labor costs have risen, and the consolidation of the two projects has also contributed to higher overall costs. An updated Scope of Work and an accepted Fee Proposal are included in this Change Order. After various changes to the Scope of this project, construction is anticipated to start in the summer of 2026 and be completed in early 2028. (C-64-26-159-X-00)
