138. AGREEMENTS FOR STUDENT NURSE PRACTICE READINESS PROGRAM Maricopa County has contracted with Robin Schaeffer Consulting, LLC. to increase the practice readiness of New Graduate Nurses (NGNs) by creating and implementing a Maricopa County Student Nurse Practice Readiness Program (Program) for senior nursing stude nts. This Program will enhance partnerships between education and practice using nursing faculties and specially trained practice-based nurse preceptors. The goal of entering into partnerships will allow for senior nurses to increase their practice readine ss, yielding more confident and practice-prepared nurses who can transition to the workplace more efficiently. The Program model will include covering costs associated with employers hiring preceptors, nursing education faculties, and stipends for nursing students. In order to assist with the successful implementation of the Program, approval of the following agreement templates or substantially similar and the following actions is requested: 1. Affiliation Agreement with Nursing Education Programs for st udent capstone experience oversight for student nurses that are within six weeks of graduation. Funding for these Agreements shall not exceed $20,000. 2. Senior Nursing Student Placement Acknowledgment Form for 55 senior nurses to receive Stipends for par ticipation in the Program. Funding for the Stipends shall not exceed $27,500. 3. Work Experience Agreement with Healthcare employers to place senior nurses to transition to the workplace. Funding for these Agreements shall not exceed $129,000. It is antic ipated that 5 employers will enter into an Agreement. Employers will also receive $135,500 to pay Preceptors to provide oversight, liaison and troubleshoot work experience with NGNs. a. Psychiatric Crisis Center has been identified as a potential employer. Also request approval for the following: 1. A Work Experience Agreement with Maricopa County Correctional Health Services as a potential employer and will receive $27,000 for hiring NGNs and a not to exceed amount of $33,000 ($2,200 x 15 Preceptors) to p rovide oversight of NGNs. The funding amount for this Agreement is included in the calculation amounts listed above for Work Experience Agreements. 2. The Human Services Department to process the Agreements for full execution between the Agencies, Student s and Maricopa County administered by its Human Services Department and to obtain signature by the Board of Supervisor’s Chairman. Funding for these Agreements shall be provided by American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery Fun ds under ALN 21,027. The total funds to be expended through these Agreements shall not exceed $312,000. The Human Services Department will process all documents for legal review prior to processing for full execution. 72. AMENDMENTS TO AGREEMENTS FOR STUDENT NURSE WORKFORCE PRACTICE READINESS PROGRAM Request approval of the following actions: 1. Request approval to amend Agreements with agencies engaged in the Maricopa County Student Nurse Workforce Practice Readiness Program (Program). The Amendments will extend the term of the Agreements, increases the number of student nurses enrolled in the Program and will increase the funding amounts provided to each agency. The current Agreement terms are through December 31, 2022. By approving amendments (or substantially similar) to the Agreements, 1,800 student nurses will have the opportunity to transition to the workplace more efficiently. The existing Agreements with the agencies will be extended from December 31, 2022, through December 31, 2026. 2. Approve the funding expenditure amount of $2,910,300 for the extension term for the type of activities listed below: A. Affiliation Agreements with Nursing Education Programs for student capstone experience oversight for student nurses that are within six weeks of graduation. The County shall provide funding for reimbursement to School of Nursing for student capstone experience oversight (BSN Faculty=$400 per student, ADN Faculty = $300 per student) and nursing student stipend (towards nursing license and nursing boards @$250 per student). The total funding for these contract activities shall not exceed $519,900, funding for these Agreements per calendar year are anticipated to be: • 2023 - $123,300 • 2024 - $246,600 • 2025 - $150,000 • 2026 - $0 B. Work Experience Agreement with Healthcare employers to place senior nurses to transition to the workplace. The County shall provide funding to the Employer for Preceptor Support Nurses that work with New Graduate Nurses (NGNs): BSN: Pay $50/hour x 8 hours= $400 (per shift) x 12 shifts (max) = $4,800 and ADN: Pay $50/hour x 8 hours= $400 (per shift) x 6 shifts (max) = $2,400. Funding for these Agreements shall not exceed $2,390,400. • 2023 - $398,400 • 2024 - $796,800 • 2025 - $1,195,200 • 2026 - $0 3. Authorize the Chairman to sign the contract extensions and funding amounts. The Human Services Department will process the Agreements for full execution. The Human Services Department will process all documents for legal review prior to processing for full execution. Funding for these Agreements shall be provided by American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery Funds under ALN 21,027. 59. AMENDMENTS TO AGREEMENTS FOR STUDENT NURSE WORKFORCE PRACTICE READINESS PROGRAM Approve amendments to Affiliation and Work Experience Agreements with agencies engaged in the Maricopa County Student Nurse Workforce Practice Readiness Program (the “Program”). The intent of the Program is to provide Student Nurses with hands-on training opportunities in a clinical setting that will assist with efficient transition to the workplace. The Amendments for Program activities are through December 31, 2024. Amendments include updated Department’s point of contact and addressed the funding amounts for each agency.
