72. IGA WITH TOWN OF WICKENBURG FOR WORKFORCE DEVELOPMENT SERVICES Approve a financial Intergovernmental Agreement (Agreement) between the Town of Wickenburg (Town) and Maricopa County (County), administered by its Human Services Department, Workforce Development Division for workforce development services. The Town and the County are collectively referred to herein as the “Parties” and individually as “Party.” The purpose of this Agreement is to integrate the County’s wo rkforce development system into the Town’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the Town’s employers to attract and retain top talent and to provide adult a nd youth services. The integrated service delivery model will be located at the Town’s Library located at 164 E Apache St, Wickenburg, AZ 85390 (“Town’s Library”). A Workforce Development staff will be utilized to provide services under this Agreement, as a Workforce Development Coordinator (WDC). The Agreement term is July 1, 2022 through June 30, 2024. The Town shall compensate the County a not to exceed amount of $105,052 ($51,661 FY23; $53,391 FY24) for service delivery. The Agreement may be extended upon acceptance and approval by the Parties. 48. AMENDMENT TO IGA WITH TOWN OF WICKENBURG FOR WORKFORCE DEVELOPMENT SERVICES Approve a financial Amendment No. 1 to the Intergovernmental Agreement between the Town of Wickenburg and Maricopa County, administered by its Human Services Department. The purpose of this Agreement is to integrate the County’s workforce development system into the Town’s social and community services resource network. The Parties agree to support workforce development and training efforts that will enable the Town’s employers to attract and retain top talent and to provide adult and youth services. The integrated service delivery model will be located at the Town’s Library located at 164 E Apache St, Wickenburg, AZ 85390. A Maricopa County WDD Coordinator will provide services under this Agreement. The Town of Wickenburg will share 50% of the cost of personnel salary and related expenses for the administration and operation of the program. The purpose of the Amendment No. 1 is to address the following: A. Extend the Agreement termination date from July 1, 2024, through June 30, 2026. B. Revise Section 6.0 (FUNDING), to address the Town’s costs: 1. For the period of July 1, 2024, through June 30, 2025, an amount not to exceed $58,385; 2. For the period of July 1, 2025, through June 30, 2026, an amount not to exceed $60,389. C. Revise Section 11.0 (NOTICES), by updating the County Contact. D. Add required clauses to the Agreement. The Agreement is entered by the parties through a non-competitive process. Cash, match, or in-kind are not applicable. The County does not have any obligations after the Agreement term. The services provided under this Agreement are not mandated services but provide a benefit to residents in the Wickenburg area as residents can receive job-seeking services and local employers are assisted with filling vacancies. The Human Services Department approved provisional indirect rate for FY2025 is 22.2% from the U.S. Department of Health and Human Services for salaries and employee related expenses. The Total Amendment funds are $118,774 of which $97,197 is for salaries and employee related expenses. The estimated recoverable indirect rate costs are $21,577 and fully recoverable. 82. TERMINATION OF IGA WITH TOWN OF WICKENBURG FOR WORKFORCE DEVELOPMENT SERVICES (Supervisorial District: 4) Approve retroactive termination of financial (revenue) Intergovernmental Agreement (IGA) between the Town of Wickenburg (Town) and Maricopa County (County), administered by its Human Services Department. The purpose of the Agreement was to integrate the County’s Workforce Development Division’s system into the Town’s social and community services resource network. The Town of Wickenburg has shared the cost of County Workforce Development staff located in the Town to work with job seekers and employers. The Town is seeking to terminate the Agreement as authorized in Section 10.0 (Termination). subparagraph 10.2 – Either Party may terminate this Agreement at any time by giving the other Party at least sixty (60) calendar days prior notice in writing. Effective termination date is retroactive to November 3, 2025. (C-22-22-122-X-02)
