38. IGA WITH CITY OF SURPRISE FOR HOMELESS SHELTER INFRASTRUCTURE Approve financial Intergovernmental Agreement (IGA) between the City of Surprise (Subrecipient) and Maricopa County administered by its Human Services Department. The purpose of the Agreement is to expand shelter infrastructure for homeless individuals in the northwest area of Maricopa County. The Subrecipient shall expand homeless shelter availability by: Rehabilitating seven (7) residential units to be utilized as short-term non-congregate shelter for women and families. It is anticipated 150 unduplicated persons shall receive temporary shelter per year at this location; and Acquiring and rehabilitating existing multi-family housing units for short-term shelter. It is anticipated 48 individuals will receive temporary shelter per year at this location. The County shall provide Subrecipient with $2,580,000 in American Rescue Plan Act Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing Number 21.027. The term of this Agreement is from April 12, 2023, through September 30, 2026. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders).
