29. IGA WITH CITY OF TEMPE FOR SHELTER INFRASTRUCTURE Approve financial Intergovernmental Agreement (IGA) between the City of Tempe (Subrecipient) and Maricopa County administered by its Human Services Department. The purpose of the Agreement is to expand shelter infrastructure for homeless individuals or families in Maricopa County. The Subrecipient shall expand homeless shelter availability by acquiring a building located at 1915 E. Apache Blvd, Tempe, AZ 85281 to offer temporary shelter, case management, workforce development, assistance with permanent housing and other essential services. The execution of the project shall provide up to 60 shelter rooms for approximately 120 homeless individuals. The County shall provide Subrecipient with $7,300,000 in American Rescue Plan Act Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing Number 21.027. The term of this Agreement is from June 1, 2023, through June 30, 2024. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders). 46. AMENDMENT TO IGA WITH CITY OF TEMPE FOR SHELTER INFRASTRUCTURE Approve non-financial Amendment No. 1 to the Intergovernmental Agreement between the City of Tempe (“Subrecipient”) and Maricopa County administered by its Human Services Department. The purpose of the Agreement is to expand shelter infrastructure for individuals or families experiencing homelessness in Maricopa County. The Subrecipient acquired a building to provide 60 shelter rooms for approximately 120 individuals. The County provided the Subrecipient with $7,300,000 in American Rescue Plan Act Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing Number 21.027. The purpose of the Amendment is to address the following items: A. Extend the term of the Agreement from June 30, 2024, through December 31, 2024. B. Updated required Agreement clauses.
