73. IGA WITH CITY OF GLENDALE FOR AFFORDABLE HOUSING OPPORTUNITIES Approve a financial Intergovernmental Agreement between the City of Glendale ("Subrecipient") and Maricopa County (“County”) administered by its Human Services Department. The purpose of the Agreement is to expand affordable housing availability in the greater Glendale area. The Subrecipient shall acquire property to build, rehabilitate and develop multifamily affordable rental units for individuals and families. It is anticipated that 790 rental units will be made available, which will serve an estimated 1,465 people annually. The County shall provide the Subrecipient with $7,211,000 in American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing Number 21.027. The Agreement is effective beginning June 28, 2023, through December 31, 2025. Also request authorization for the Chairman to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders).
