65. IGA WITH CITY OF AVONDALE FOR HOMELESSNESS PROGRAM Approve an Intergovernmental financial Agreement (IGA) between the City of Avondale (“City” or “Subrecipient”) and Maricopa County (“County”), administered by its Human Services Department. The purpose of the Agreement is to expand homelessness services in the Avondale area. The Subrecipient shall perform street outreach services to individuals and families experiencing homelessness, provide shelter, family navigation services and flexible funds. It is anticipated that a minimum of 30 individuals will be provided assistance on a daily basis. The County shall provide the Subrecipient with $262,500 in American Rescue Plan Act, Coronavirus State and Local Fiscal Recovery (ARPA) Funds under the Assistance Listing Number 21.027. The Agreement is retroactive to August 1, 2023, through June 30, 2025. Also request authorization for the Chairman of the Board of Supervisors to approve and execute Administrative Change Orders upon the recommendation of the Human Services Director and Legal Counsel as identified in Section 5.0 (Administrative Change Orders). The City conducts street outreach to persons experiencing homelessness and provides navigation to shelter services. The County provided the City with $262,500 in ARPA funds. The term of the Agreement is August 1, 2023 through June 30, 2025. The purpose of the Amendment is to address the following: 1. Update required Agreement language 2. Revise Paragraph 6.0 (Funding, Invoicing, and Payments) to adjust funding expenditures per fiscal years, the Agreement funding amount remains unchanged at $262,500 3. Update Point of Contact for the County 4. Add required language to the Agreement This Amendment shall be effective upon approval and signature by both Parties. The purpose of the Agreement is for the Subrecipient to provide Maricopa County residents with opportunities to advance in their careers through workforce training programs while providing wraparound support that address barriers to accessing and completing training and employment programs. The County provided the Subrecipient with $6,468,438 for Fiscal Year 2025 and 2026 in American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) under Assistance Listing Number 21.027, provided to the County by the US Department of Treasury. The Agreement term is December 31, 2024, through December 31, 2025. The Purpose of Amendment No. 3 is as follows: A. Revise Paragraph 6.0 (Administrative Change Orders) by replacing it with updated language. B. Revise Paragraph 7.0 (Funding), by replacing it with the following: The County shall provide the Subrecipient with $55,885.90 in American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) under Assistance Listing Number (ALN) 21.027. The funding availability period is through December 31, 2025. C. The new total Agreement funding amount is $6,524,323.90 in American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (CSLFRF) under Assistance Listing Number (ALN) 21.027provided to the county by the U.S. Department of Treasure. The Agreement term remains unchanged D. Revise Paragraph 12.0 (Notices) to update County point of contract. E. The term of the Agreement is August 1, 2023, through December 31, 2025. The purpose of the Amendment is to address the following: A. Revise and replace Paragraph 5.0 (Administrative Change Orders). B. Revise and replace Paragraph 6.0 (Funding, Invoicing, and Payments). The Agreement funding amount remains unchanged. C. Revise and replace Paragraph 24.0 (General Indemnification). D.
