57. LICENSE AGREEMENT (P-50401) FOR USE OF REAL PROPERTY WITH PORTABLE PRACTICAL EDUCATIONAL PREPARATION, INC. Approve and execute financial License Agreement P-50401, (“Agreement”) for Use of Real Property, with Portable Practical Educational Preparation, Inc. (“Licensee”) for use of County controlled properties, West Valley One Stop Career Center ARIZONA@WORK Maricopa County located at 4425 West Olive Avenue, Suites 190 and 200, Glendale, Arizona 85302 (“Facility 3”), administered by the Human Services Department. The purpose of the Agreement is for Licensee to share costs associated with the operation of the Facility. The term of the Agreement is September 1, 2024 and will expire on June 30, 2026. The Agreement may be extended for five (5) additional one (1) year terms by mutual written Agreement. Licensee will pay for Base Rent. Licensee shall pay the following amount: 1. FY2025 $2,128.75 Base Rent 2. FY2026 $2,620.00 Base Rent All funds collected under this Agreement will be applied against the cost associated to the operation of the facility and are not considered revenue. Receipt of funding is reoccurring for Licensees that are co-located in the County controlled facility. Cash match or in-kind is not required in the Agreement term. The service provided under this Agreement are not a mandated function but provide a benefit to the citizens by providing residents and employers with job related assistance. Receipt of the funds from the Licensee does not require future or ongoing contributions by the County at the end of the Agreement term. This Agreement is issued through a non-competitive process. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The approval of this funding does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through future budget reconciliation. Either Party may terminate the Agreement pursuant to ARS § 38-511, at the end of any fiscal year or with 30-days prior written notice. Approval of this Agreement will not impact County’s General funds. Supervisory District: All (C-22-25-017-X-00)
