70. DATA TRANSFER AND USE AGREEMENT WITH ARIZONA STATE UNIVERSITY FOR HOMELESSNESS RESEARCH Approve a non-financial Data Transfer and Use Agreement (DUA) with Arizona Board of Regents for and on behalf of Arizona State University (ASU) and Maricopa County (County) administered by the Human Services Department. ASU and the County are referred to as the “Parties” and individually as the “Party.” ASU as part of a tri-university collaboration, initiated by Arizona Department of Housing (ADOH) wishes to collaborate with the County for a project whose goal is to evaluate homelessness prevention programs across the state by examining the programs, processes and outcomes. The Arizona Housing Analytics Collaborative [AzHAC], housed at ASU, whose members are ASU, University of Arizona and Northern Arizona University, will link data sources from providers who implement housing insecurity and homelessness prevention programs to produce estimates of the incidence and prevalence of homelessness at the city, county and state levels. The County will provide AZHAC access to client data in the Homeless Management Information System (HMIS) who have formally consented to disclosing their data and personally identifying information (PII) with AzHAC to determine housing-related outcomes of participants which are beneficiaries of the Arizona Department of Housing (ADOH) grant funded Preventing Housing Insecurity Flex Funds (PHIFF) program. All use of data provided is solely for the purpose of this project and will be in compliance with Institutional Review Board (IRB) ethical standards, including ensuring the privacy and confidentiality of PII information. PII data may be used by AzHAC for purposes including, but not limited to: 1) Program Evaluation, 2) Needs Assessment, 3) Outcome Measurement, 4) Administrative Tracking, and 5) Quality Assurance to inform program planning, service delivery and systems’ coordination. AzHAC will also gather health and psychosocial characteristics and histories that are most likely to produce homelessness and what interventions result in successful exits from homelessness. The DUA is valid for 3 years from full execution of the Agreement or upon completion of the project, whichever occurs first. Also request approval and authorization for the Chairman to execute the Data Transfer and Use Agreement. Supervisory District: All (C-22-26-012-X-00)
