44. MOU WITH ARIZONA DEPARTMENT OF ECONOMIC SECURITY REGARDING DATA SHARING (Supervisorial District: All) Approve non-financial Memorandum of Understanding (MOU) between Arizona Department of Economic Security (ADES) and Maricopa County, administered by its Human Services Department (County), Early Education Division. ADES and the County are collectively referred to herein as the “Parties” and individually as “Party.” The purpose of this non-financial Memorandum of Understanding (MOU) is to set forth and formalize an agreement between the Parties to clarify the roles and responsibilities for data sharing and collaboration between ADES’ Division of Benefits and Medical Eligibility (“DBME”) and the Human Services Department’s Early Education Division (Department), which processes are identified in the Data Sharing Agreement No. D1775189 previously approved by the Board of Supervisors (C-22-26-025-X-00) at December 10, 2025 formal meeting. The MOU shall formalize authorization of ADES’ Division of Benefits and Medical Eligibility (“DBME) to share information with the Department to conduct eligibility determination for individuals/families for programs administered by HSD. The Department’s Early Education Division reviews DBME information regarding SNAP and TANF enrollment, verifies income of household members, reviews Employment, Unemployment, Compensation, Wages and Child Support information or other State sponsored benefits and health informatics to ensure Head Start Program health requirements are also met. The term of this MOU is effective when fully executed through May 20,2030 and runs concurrent with the fully executed Data Sharing Agreement D1775189. This Agreement may be extended through a written amendment by mutual agreement of the Parties. (C-22-26-029-X-00)
