32. SUPPLEMENT TO THE AGREEMENT WITH THE GOVERNOR’S OFFICE OF HIGHWAY SAFETY Approve supplement #2 to the Agreement with the Governor’s Office of Highway Safety (GOHS), Award Number 2022-PTS-037, for the STEP Enforcement grant. The amount of the supplement is $110,000, increasing the amount from $72,486 to $182,486. The term of this funding is unchanged – October 1, 2021, to September 30, 2022. The Sheriff’s Office indirect cost rate for FY23 is 12.30% applicable to the supplement less the capital expenses of $110,000 for an indirect cost base of $0.00. There will be no unrecoverable indirect costs. It is competitive and non-recurring. There is no match requirement. Also approve two (2) one-time addition to fleet of traffic enforcement vehicles (two 2021 Ford Mustangs, specific detail to be provided later). These vehicles will be utilized for enhanced traffic enforcement in support of keeping the roadways safe. Annual operational costs are anticipated to be $7,500 each for a total of $15,000 to be paid from the General Fund. Finally, approve per A.R.S. § 38-538-03 exemptions from markings for each of these vehicles. These vehicles will be retired from the fleet at the end of their useful life with no funding from the general fund for replacement. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law (C-50-21-148-X-01)

14. GOVERNORS OFFICE OF HIGHWAY SAFETY ( GOHS) Rescind and replace the second sentence in the first paragraph of the action taken in agenda C-50-21-148-X-00 on 04/07/2021, which approved a Resolution approving application and acceptance of reimbursable grant funding from the Governor’s Office of Highwa y Safety, with the following: "This funding will be used for overtime, training and equipment to accomplish projects relating to all aspects of highway safety." The words, "pass-through federal' are removed from the original action, all other wording is the same. During the Single Audit Review, it was noted that some of the grant projects in the Resolution were GOHS state grant funded and that the term, "pass-through federal" was inaccurate in some cases.
