25. APPROPRIATION ADJUSTMENT FOR A.R.S. §42-1733 (SCHOOL SAFETY PILOT PROGRAM) In accordance with A.R.S. §42-17106(B), authorize the following budget appropriation(s) adjustment: Increase the revenue and expenditure appropriation in the FY 2023 Sheriff’s (D500) Grant Fund (251) Nonrecurring (NRNP) budget by $14,200 resulting in the total appropriation to $2,100,000. The original appropriation of $2,085,800 was approved on October 20, 2021 (C-50-22-259-X-00). The MCSO received a state funding appropriation for FY 2021-2022 per S.B. 1823 of the Fifty-fifth Legislature to use in accordance with A.R.S. § 41-1733 for a school safety pilot program for interoperability. The State Treasurer is charged with administering this fund and funds are eligible to the sheriff of a county that establishes a school safety pilot program and may be used only for a school safety pilot program that meets criteria outlined in the Statute (attached). This will be pass through funding for authorized school interoperability projects. This state appropriation for a pilot school safety program may be reoccurring. There is no cash or in-kind match for this appropriation, nor is it applicable. Indirect cost recovery is not applicable. Future ongoing cash contributions are not applicable or are unknown. The appropriation is not a mandated function. Whether the appropriation was assigned via a competitive or non-competitive methodology- not applicable. There are no costs that will need to be absorbed by the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and therefore, expenditures of these revenues are not prohibited by the budget law. This request does not alter the budget constraining the expenditures of local revenues adopted by the Board of Supervisors pursuant to A.R.S. § 42-17105. (C-50-22-259-X-01)
