21. FUNDING FROM THE ARIZONA GAME AND FISH COMMISSION FOR LAW ENFORCEMENT BOATING ACTIVITIES GY23 Approve a Collection Agreement between the Arizona Game and Fish Department and the Maricopa County Sheriff’s Office (MCSO). This agreement is effective upon signature by all Parties (estimated to be May 25, 2023) and shall expire on June 30, 2024. Also approve the acceptance of $4,000 in funding to the MCSO. This funding is designated solely to ensure emergency medical services (“EMS”) and critical incident response capabilities and will be used for the purchase of Taylor-Made Life Rings (24”/orange) for distribution to MCSO deputies for their patrol vehicles. This is the second time MCSO has received this funding. The award is non-competitive and non-recurring. Indirect cost recovery is not allowed. The Sheriff’s indirect cost rate for FY23 is 12.30 % applicable to the award amount of $4,000. There are no capital expenses, for an indirect cost base of $4,000 and indirect costs of $492.00 to be absorbed by the General Fund. There is no match requirement and there are no future or ongoing contributions required after the grant period ends; however, there is an expectation to continue patrolling Maricopa County waterways if the funding from the State was to end. This funding supports MCSO mandated activities of enforcing statutory watercraft Law and Regul ations and preventing accidents, injuries, and deaths on the Arizona waterways. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law.
