Garcia was Yavi’s originally assigned handler in 2023 beginning his service with MCSO. K-9 Yavi was originally purchased in 2023 and immediately completed the K-9 academy. K-9 Yavi worked alongside Deputy Godinez on patrol in MCSO District 1, 2 and 3 and assisting on several SWAT missions. Over the past 7 months Yavi has displayed many deficiencies including

46. TRANSFER OWNERSHIP OF RETIRING K-9 YAVI Approve the transfer of ownership of retiring K-9, Yavi #K171, to Lieutenant Garcia #S1434. Lt. Garcia was Yavi’s originally assigned handler in 2023 beginning his service with MCSO. K-9 Yavi was originally purchased in 2023 and immediately completed the K-9 academy. K-9 Yavi worked alongside Deputy Godinez on patrol in MCSO District 1, 2 and 3 and assisting on several SWAT missions. Over the past 7 months Yavi has displayed many deficiencies including his area of search work, patrol work and drive to engage suspects, reluctance to show aggression, and avoidance during real life deployments. Yavi has shown signs of stress in high conflict situations which involve skittishness, breaking down to back away from conflict, seeking constant reassurance, and complete avoidance of conflict during real life deployments, etc. Due to the list of failures and lack of confidence, for the health and safety of Yavi and his handler Godinez and the public we ask that Yavi be retired. Lt. Garcia, as his original handler, has a bond with Yavi will accept full care and financial responsibility for Yavi upon adoption. He will be asked to sign the Canine Release and Indemnification.
