17. AGREEMENT WITH THE STATE OF ARIZONA THROUGH ITS DEPARTMENT OF PUBLIC SAFETY FOR ANTI HUMAN TRAFFICKING (50DPSAHT) - FY2026 FUNDING Retroactively approve the Agreement and acceptance of grant funds to the Sheriff’s Office from the Arizona Department of Public Safety (AZDPS), Anti Human Trafficking (50DPSAHT) under Agreement Number 2025-294 in the amount of $396,072.50 for the award period that is retroactive to July 1, 2025, and terminates June 30, 2026. This Agreement can be terminated by any of the parties by written notice to the other parties thirty (30) business days prior to termination. This is the first time this funding has been awarded to the Sheriff’s Office. There is no match requirement. The Sheriff’s Office indirect cost rate for FY26 is 27.66% which is applicable to the award amount of $43,000 that will stay with MCSO. The calculated indirect costs of $11,893.80 will be absorbed by the General Fund. The remainder of the funding, $353,072.50, will be paid to Arizona State University for related services. These funds are not included in MCSO’s Indirect Cost Calculation. There are no future or ongoing contributions required after the grant period ends. This is not a mandated function although it supports the MCSO public safety mandate and provides a benefit to the citizens by furthering anti-trafficking efforts and increasing law enforcement response to human sex trafficking incidents. This is a competitive award. The Maricopa County Sheriff’s Office is one of several local law enforcement agencies in the Phoenix metro area that participate in this effort. These revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditures of these revenues are not prohibited by the budget law. 27. AMENDMENT TO AGREEMENT FROM THE ARIZONA DEPARTMENT OF PUBLIC SAFETY (#2025-294) FOR ANTI HUMAN TRAFFICKING (50DPSAHT) Approve Amendment #1 to the Agreement from the Arizona Department of Public Safety #2025-294. The amendment extends the expiration date of the Agreement from June 30, 2026, until June 30, 2027. The modification is to provide additional time for training sessions for internal and external groups, provide direct counseling and victim advocacy services and conduct community outreach events. All other terms and conditions are the same. This is the first time this funding award has been awarded and there is no match requirement. It was competitively bid. 26. AMENDMENT TO MOU WITH ARIZONA STATE UNIVERSITY AS IT RELATES TO FY2026 FUNDING FROM THE DEPARTMENT OF PUBLIC SAFETY FOR ANTI HUMAN TRAFFICKING (50DPSAHT) Approve Amendment No. 1 to the Memorandum of Understanding (MOU) between the Maricopa County Sheriff’s Office (MCSO) and Arizona State University (ASU) Sex Trafficking Intervention Research (STIR) Office. The amendment automatically extends the expiration date of the MOU to the same expiration date as the Prime Award, Department of Public Safety (DPS) contract #2025-294 as the extensions occur. The Prime Award was extended to June 30, 2027, on May 6, 2026 (C-50-26-064-X-01). (C-50-26-061-X-01)
