70. FEDERAL HIGHWAY ADMINISTRATION FEDERAL-AID PROJECT AGREEMENT: UNIVERSITY DRIVE - HIGLEY ROAD TO POWER ROAD Authorize the Maricopa County Department of Transportation (MCDOT) to accept federal funding reimbursements as approved by Maricopa Association of Governments (MAG) and expend the grant funds for the Department of Transportation: Transportation System Management Project, sub-project TT0612 MCDOT University Drive - Higley Road to Power Road up to the total cost of the project. Estimated construction cost of the project is $2,843,952. MAG has authorized $2,672,417 in federal reimbursement funds which are available in FY 2024. MCDOT’s local match portion is $171,535 and will be absorbed by the department’s operating budget from HURF funds. The grant awarded is a one-time award. There are no future or ongoing contributions required after the grant period ends. The grant fulfills a mandated service that the department is required to perform. The grant award is a competitively bid and other eligible agencies may or may not bid on this grant award. The MCDOT’s FY 2024 indirect cost rate is 32.21%. All costs under this agreement are for capital expenditures not subject to indirect cost recovery. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-64-24-033-X-00)
