67. RESOLUTION FOR THE GRAND AND 83RD AVENUE DRAINAGE IMPROVEMENTS PROJECT Adopt Resolution FCD 2023R001 for the Grand & 83rd Avenue Drainage Improvements Project (Project), authorizing the Director of the Flood Control District of Maricopa County (District) to include funds for Project implementation in the District’s current and future Five-Year Capital Improvement Program; to negotiate and prepare Intergovernmental Agreements for cost sharing, rights-of-way acquisition, design, construction, construction management and future operation and maintenance of the Project; to advertise, select, negotiate, and award contracts for Project engineering and construction services as appropriate. The Grand Avenue and 83rd Avenue Drainage Improvement Project area is located in a developed urban area within the City of Peoria (CITY) near 83rd Avenue and Grand Avenue. The project is intended to mitigate excess stormwater runoff that impacts existing residences, businesses, and educational facilities using primarily retention basins and storm drains. The proposed improvements were studied as part of the City of Peoria Storm Drain Master Plan (PSDMP) prepared in January 2014. This study recommended a retention facility located at the intersection of 83rd Avenue and Varney. However, the CITY is unable to obtain the required land at this location. Updating the study, project design, and construction are the next steps for implementing the PSDMP for this area, with the CITY as the lead agency. The estimated cost for this Project is $4,000,000 and the PROJECT cost will be shared between the DISTRICT and the CITY. This Agenda Item impacts Supervisorial District 4. (C-69-23-052-X-00)
