125. IGA FOR THE ROOSEVELT STREET STORM DRAIN PROJECT Approve IGA FCD 2022A017 for the Roosevelt Street Storm Drain Project (PROJECT) for the Rights-of-Way Acquisitions, Utility Relocations, Construction, Construction Management, and Operation and Maintenance of the Roosevelt Street Storm Drain (PROJECT) between the City of Tempe (TEMPE), City of Scottsdale (SCOTTSDALE), and the Flood Control District of Maricopa County (DISTRICT). The estimated total PROJECT cost is $10,000,000 and will be shared 65% DISTRICT, 17.5% TEMPE, and 17.5% SCOTTSDALE. The DISTRICT’s estimated share of the PROJECT’s cost is $6,500,000. TEMPE will be the lead agency for the PROJECT and will operate and maintain the portion of the PROJECT within TEMPE, and SCOTTSDALE will operate and maintain the portions of the PROJECT within SCOTTSDALE. The DISTRICT does not have any operation or maintenance responsibilities. The PROJECT was identified in the Indian Bend Wash Area Drainage Master Study as being a necessary solution to mitigate the flood hazards in the area. The PROJECT will provide 100-year flood mitigation to 43 structures and will reduce the frequency of flooding and flood damage for these structures. This Agenda Item impacts Supervisorial District 1. 126. AMENDMENT TO IGA FOR THE ROOSEVELT STREET STORM DRAIN PROJECT Approve Amendment No. 1 FCD IGA 2022A017A to Intergovernmental Agreement FCD 2022A017 for the Roosevelt St. Storm Drain Project (PROJECT) between the City of Tempe (TEMPE), the City of Scottsdale (SCOTTSDALE), and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date. The PROJECT extends existing storm drain outlets to Indian Bend Wash at Roosevelt St., and includes new lateral storm drains to capture the flow in the east-west streets north of Roosevelt Rd./Continental Dr. New inlets will be added as well, with all these improvements intended to improve drainage conditions in areas south of Roosevelt St./Continental Dr. The PROJECT was recommended in the Lower Indian Bend Wash Area Drainage Master Study. In June 2022, TEMPE submitted the PROJECT for consideration in the DISTRICT’s Fiscal Year 2022/2023 Capital Improvements Program. TEMPE will be the lead agency for the PROJECT. Construction cost increases have caused an overall PROJECT COST increase, those cost increases being acceptable to the PROJECT PARTNERS. This Amendment No. 1 defines the increased PROJECT cost and the associated PROJECT PARTNER cost share amounts with the cost share percentages remaining unchanged.
