77. IGA WITH THE CITY OF PEORIA FOR GRAND AVENUE, OLIVE AVENUE, & 75TH AVENUE REGIONAL DRAINAGE IMPROVEMENTS PROJECT Approve Intergovernmental Agreement (IGA) FCD 2024A009 for the Grand Avenue, Olive Avenue, and 75th Avenue Regional Drainage Improvements Project (PROJECT) between the City of Peoria (CITY) and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire ten years from that date, or upon Project completion, whichever occurs first. Background: The Grand Avenue, Olive Avenue, and 75th Avenue Regional Drainage Improvements project area is located within the City of Peoria (CITY). The PROJECT is intended to mitigate the flood hazards in the southwest corner of the intersection of Grand Avenue, Olive Avenue, and 75th Avenue. The area was the subject of the Glendale/Peoria Area Drainage Master Plan (GPADMP) prepared in November 2011. The GPADMP was used as the basis for the Peoria Storm Drain Master Plan prepared in 2014 which took a closer look at the existing storm drain system and made improvement recommendations to mitigate the flood hazards in the southwest corner of the intersection of Grand Avenue, Olive Avenue, and 75th Avenue. The estimated cost for this Project is $4,500,000 and the PROJECT cost will be shared between the DISTRICT and the CITY. The District’s estimated share of the Project cost is $2,925,000 and the City’s estimated share of the Project cost is $1,575,000. The City will operate and maintain the completed Project.
