110. IGA WITH TOWN OF GILBERT FOR DESIGN CONCEPT REPORTS FOR THE RIGGS ROAD CHANNEL AND THE SONOQUI WASH RESTORATIONS Approve Intergovernmental Agreement (IGA) FCD 2025A011 for Design Concept Reports for the Riggs Road Channel and the Sonoqui Wash Restorations (PROJECT) between the Town of Gilbert (TOWN) and the Flood Control District of Maricopa County (DISTRICT). This Agreement shall become effective as of the date it has been executed by all PROJECT PARTNERS and shall expire five years from that date. The TOWN has requested that the DISTRICT participate in the development of two Design Concept Repots (DCR) to evaluate the SW0125 Riggs Road Channel Restoration and the SW0070 Sonoqui Wash Restoration for the purpose of identifying solutions to the existing deterioration and maintenance challenges of the channel and the wash. Both were constructed by the DISTRICT and the TOWN in partnership under previous intergovernmental agreements. The estimated cost for each of the two DCRs is $200,000 with the DISTRICT cost share to be fifty percent, not to exceed $100,000 The Riggs Road Channel Restoration project is located on the south side of Riggs Road from east of Higley Road to the East Maricopa Floodway (EMF). The current issues are mainly of an operations and maintenance nature with many of the gabions and check dams failing and the channel eroding in some locations. The goal of this DCR is to identify methods for the restoration of the channel. The Sonoqui Wash Restoration project is located on the north side of Ocotillo Road from the Town’s boundary with Queen Creek to the EMF. The current issues are mainly erosion within the channel and poor low flow and inlet conditions. The goal of this DCR is to identify solutions to improve these conditions.
