46. RESTRICTED DONATION BUDGET ADJUSTMENT In accordance with A.R.S. §42-17106(B), approve the following adjustments to the FY 2025 budget: Increase the expenditure authority (only) for the Animal Care and Control (D790) Animal Care Donations Fund (575) Operating (OPER) by $50,000, and authorize the use of fund balance for the carryover of the Fear Free restricted donation. This donation was received but not spent in FY 2024 due to vendor delays and is to be used solely for the Fear Free Intake and Safe Waiting Space Initiative. Donation funds are not local revenues for the purpose of the constitutional expenditure limitations and, therefore, expenditures of these revenues are not prohibited by the budget law. The approval of this action requested does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-79-25-002-X-00)
