46. BISSELL PET FOUNDATION GRANT AND BUDGET ADJUSTMENT Approve the application and acceptance of grant funds from Bissell Pet Foundation in the amount not-to-exceed $54,780. The grant award is comprised of nine individual grants (one per event) from Bissell Pet Foundation to be awarded to Maricopa County Animal Care & Control (MCACC) during Fiscal Year 2026. The attached “Bissell Pet Foundation Grant Detail” file outlines the award for each grant and the date the funds must be spent by. Grant proceeds must be used solely for the benefit of shelter pets at MCACC. Authorize the MCACC appointed authority, and/or designee, to accept the grant-related terms and submit all grant reports applicable under the grant. Each individual grant award begins upon award acceptance (after the conclusion of the adoption event) and ends one year later. The grant award is not a mandated function but provides a benefit to the citizens in the form of reduced pet adoption fees. In accordance with A.R.S. §42-17106(B), authorize the increase of revenue and expenditure authority in the Animal Care and Control (D790) Animal Control Grants Fund (573) Non-Recurring Non-Project (NRNP) appropriation group by $54,780 in Fiscal Year 2026. The grant allows a 0% rate or $0 for indirect costs. The Maricopa County Department of Finance has calculated the Fiscal Year 2026 indirect cost rate at 12.83% or $7,028.27 The recoverable cost rates for administering this grant are $0 and the Animal Care and Control will absorb the non-recoverable indirect cost of $7,028.27 into the department’s operating budget in the current fiscal year. This grant is non-recurring, and a cash or in-kind contribution is not applicable. There are no future or ongoing contributions required following the grant period. Funding for this agreement is provided by a grant from Bissell Pet Foundation and was competitively bid. The grant cannot be used in any way that decreases the allocation or budget of governmental funds for animal welfare purposes. This request will increase the grant budget appropriation in the Animal Control Grants Fund (573) to accommodate revenues and expenditures authorized by the grant. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation and, therefore, expenditure of the funds is not prohibited by the budget law. The approval of this action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105 (C-79-26-062-X-00)
