54. ACCEPT GRANT FUNDS FROM HEALTH SERVICE AND RESOURCES ADMINISTRATION FOR LIFE SAVING MEDICAL AND SUPPORT SERVICES Approve acceptance of grant funds from Health Services and Resources Administration (HRSA) in the not-to-exceed amount of $10,747,912. The grant will provide continued lifesaving medical and support services to people living with HIV/AIDS. Authorize the Board Chairman to sign all documents related to these grant funds, as applicable. The non-competing continuation award period begins on March 1, 2023, and ends on February 29, 2024. The grant award is reoccurring and has been awarded to the department for many years. This is a non-competing continuation opportunity and there is no cash or in-kind match required. This is not mandated but provides a benefit to our citizens with the provision of health related and support services for up to 4500 People Living with HIV/AIDS. Should the grant cease, on-going contributions should not be required. The grant allows for the full indirect rate of 17.24%. Sub-recipient awards will total $9,240,925 and are not subject to indirect. Indirect cost is estimated to be $221,600.61, all of which is recoverable. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-20-005-3-03)

69. RYAN WHITE PART A PLANNING COUNCIL REFLECTIVENESS ROSTER Approve the Reflectiveness Roster for the Ryan White Part A Planning Council requested by Health Services and Resources Administration (HRSA). Each year, the Maricopa County Ryan White program is required to repor t compliance with legislative requirements regarding membership representation on the Planning Council. These requirements include ensuring that Planning Council is comprised of a minimum of 33% unaffiliated consumers of Ryan White services and that each m embership category is represented on the Council. A new requirement this year states that a signature by the Chief Elected Official (CEO) or designee is required if any membership categories are vacant. Currently, the Planning Council has one legislative ly mandated vacancy for the State Medicaid Agency Representative position. The Ryan White program has attempted multiple times over the past five years through direct contact with Medicaid and through partner connections at the State to engage Medicaid on the Council. In March 2023, Medicaid informed our office that they do not have the capacity for ongoing participation or membership on the council. Their representative has agreed, however, to present at up to two (2) Planning Council meetings this year that will cover relevant data and topics of the Council’s request (C-86-20-005-3-04)

Authorize the Board Chairman to sign all documents related to these grant funds, as applicable. The non-competing continuation award period begins on March 1, 2024, and ends February 28, 2025. The grant award is reoccurring and has been awarded to the department for many ye ars. This is a non-competing continuation opportunity and there is no cash or in-kind match required. This is not a mandated service but provides a benefit to our citizens with the provision of health related and support services for up to 4500 People Livi ng with HIV/AIDS. Should the grant cease, on-going contributions should not be required. MCDPH indirect rate for FY24 is 15.65%. Sub-recipient awards will total approximately $9,592,512 and is not subject to indirect. The full indirect costs are estimated to be $229,072.56. All program costs are allocated to the grant so there will be no addit ional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law.
