90. NOTICE OF FUNDING OPPORTUNITY FOR GRANT FUNDS FROM CENTERS FOR DISEASE CONTROL FOR OVERDOSE DATA TO ACTION PROGRAM Approve Notice of Funding Opportunity (NOFO) CDC-RFA-CE19-1904, from the U.S. Department of Health and Human Services, Centers for Disease Control (CDC) to Maricopa County by and through its Department of Public Health (MCDPH) to provide continued funding for work focused on increasing access to comprehensive and timely surveillance data on opioid overdose morbidity and mortality rates. Authorize the Board Chairman to sign all documents related to the NOFO as applicable. Subject to the availability of funds, the NOFO anticipates providing funding in the not-to-exceed amount of $2,688,960 for the budget period beginning September 1, 2022 through August 31, 2023. In addition, the NOFO extends the agreement term for an additional 12 months, which brings the term of the agreement to September 1, 2019 through August 31, 2023. The grant award is anticipated to be divided as follows: Prevention - $2,288,960 Surveillance - $400,000 This is a new grant and its reoccurrence is not known. It was a non-competitive grant opportunity and there is no cash or in-kind match required. Should the grant cease, on-going contributions should not be required. This is not a mandated service but provides a benefit to our citizens by obtaining evidenced-based data to support solutions for opioid use disorder prevention and treatment services for targeted underserved populations. MCDPH’s indirect rate for FY 2021-22 is 17.97%. $92,939.00 is pass-thru and not subject to indirect. The full indirect costs are estimated at $395,526.91 all of which are recoverable. Departmental indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-20-007-3-03)

NOTICE OF FUNDING OPPORTUNITY FOR GRANT FUNDS FROM CENTERS FOR DISEASE CONTROL FOR OVERDOSE DATA TO ACTION PROGRAM: YEAR 3 EXTENSION SUPPLEMENT Approve Notice of Funding Opportunity (NOFO) No. 6 NU17CE924996-03-09 U.S. Department of Health and Human Services, Centers for Disease Control (CDC) to Maricopa County by and through its Department of Public Health (MCDPH) to provide continued funding for work focused on increasing access to comprehensive and timely surveillance data on opioid overdose morbidity and mortality rates. The NOFO has extended the agreement term for an additional 12 months, which brings the term of the agreement from September 1, 2019, through term end date August 31, 2023. Authorize the Board Chairman to sign all documents related to the NOFO as applicable. Subject to the availability of funds, the NOFO anticipates providing funding in the not-to-exceed amount of $2,588,960 for the budget period beginning September 1, 2022, through August 31, 2023. It was a non-competitive grant opportunity and there is no cash or in-kind match required. Should the grant cease, on-going contributions should not be required. This is not a mandated service but provides a benefit to our citizens by obtaining evidenced-based data to support solutions for opioid use disorder prevention and treatment services for targeted underserved populations. The Department of Public Health indirect rate for FY23 is 17.24% and the grant allows for the full indirect rate. Indirect cost is estimated to be $380,703.43, all of which is recoverable. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-20-007-3-04)
