98. IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES FOR IMMUNIZATION SERVICES Approve the retroactive fixed-price Intergovernmental Agreement (IGA) Contract No. CTR060585, Immunization Services, Maricopa County between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health (MCPH), Community Wellness and Health Promotion to provide funding for immunization services. The term of this IGA begins July 1, 2022, through termination date, June 30, 2027, with an option to extend to total of 5 years. The budget period from July 1, 2022, to June 30, 2023, for a not-to-exceed amount of $1,353,384.00. Including this IGA are the Terms and Conditions, Scope of Work, Exhibit One (1), Schedule Reports Delivery Exhibit Two (2) Fixed Price Sheet and Exhibit Three (3), 2 CFR 200.332. This grant award is reoccurring and has been awarded to the department since 1993. This grant does not require an in-kind match, indirect cost is fully recoverable and ongoing cash contributions are not required. The grant award is a mandated function and provides a benefit to the citizens by ensuring that immunization coverage levels in the County’s child, adolescent, and adult populations improve for both public and private health care recipients. The grant award is not competitive. All program costs are allocated to the grant so there will be no additional burden on the department’s operating budget. The Department of Public Health ‘s indirect rate for FY23 is 17.24%. Full indirect cost is estimated at $199,013.48, all of which is recoverable. Department indirect rates are reestablished at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation therefore expenditure of the revenues is not prohibited by the budget law. This agreement does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. Funding for this Agreement is provided by a Grant from ADHS and will not affect the County’s general fund. (C-86-23-071-X-00)

Funding is in the amount of $1,539,725 for the budget period July 1, 2023 through June 30, 2024. The IGA term is July 01, 2022, through June 30, 2027. This grant award is reoccurring and has been awarded to the department since 1993. The grant award is a mandated function and provides a benefit to the citizens by ensuring that immunization coverage levels in the County’s child, adolescent, and adult populations improve for both public and private health care recipients. This is a non-competitive grant award that has been awarded to the Department in previous years. There is no cash or in-kind matching requirement. Should the grant cease, ongoing contributions are not required. The Department of Public Health’s indirect rate for FY24 is 15.65%. Grant indirect costs are fully recoverable in the amount of $208,358.81. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of the revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The Department of Public Health’s indirect rate for FY25 is 15.79%. Full indirect costs are estimated at $184,557.68 all of which are recoverable. Department indirect rates are re-established at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates.
