49. PURCHASE ORDER TO IGA WITH ARIZONA DEPARTMENT OF HEALTH SERVICES HIV SURVEILLANCE PROGRAM Approve PO 528280 to Intergovernmental Agreement (IGA) Contract No. CTR059146, HIV Surveillance program between Arizona Department of Health Services (ADHS) and Maricopa County by and through its Department of Public Health. This PO is only 50% of the not-to-exceed amount of $115,808 which is for the budget period January 01, 2023 through December 31, 2023. The IGA term is January 01, 2022 to December 31, 2026. This grant award is reoccurring and has been awarded to the department in previous years. It is non-competitive and there is no cash or in-kind match required. The grant award is a mandated function; should it be discontinued, on-going contributions may be required. This grant deviates from County policy A2505 and does not allow for full indirect cost reimbursement but a maximum of 15% of salaries and employee related expenses. The Department of Public Health’s indirect rate for FY23 is 17.24%. Total indirect expenses based on full award are estimated to be $17,361.13 of which $15,105.39 is recoverable and $2,255.74 is not recoverable; and, if necessary will be absorbed by the departments operating budget. Departmental indirect rates are re-established at the beginning of each fiscal year and the future indirect rates will be collected at the corresponding rates. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore expenditure of revenues is not prohibited by the budget law. This Amendment does not alter the budget constraining expenditures of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The overall grant budget will be adjusted as necessary to accommodate this grant through a future reconciliation. (C-86-23-125-X-00)

This PO is in the amount of $73,791.74 which brings the not-to-exceed amount to $131,695.74 for the budget period January 1, 2 023, through December 31, 2023. The IGA term is January 01, 2022, to December 31, 2026. This grant award is reoccurring and has been awarded to the department in previous years. It is non-competitive and there is no cash or in-kind match required. The grant award is a mandated function and should it be dis-continued, on-going contributions may be required. This grant deviates from County policy A2505 and does not allow for full indirect cost reimbursement but a maximum of 15% of salaries and employee related expenses.
