75. IGA WITH PEORIA UNIFIED SCHOOL DISTRICT FOR SCHOOL-BASED TOBACCO USE PREVENTION AND EDUCATION SERVICES - STAND Approve a retroactive Intergovernmental Agreement (IGA) between Peoria Unified School District (Contractor) and Maricopa County by and through its Department of Public Health (MCDPH), Contractor will continue to provide school-based Tobacco Use Prevention and Education Services; Students Taking A New Direction (STAND). The agreement is for a stipend in the amount of $25,500 over the five (5) year term from February 1, 2024 through January 31, 2029, with a not-to-exceed amount of $5,100 per year. Tobacco Use is the number one preventable cause of death and disease in Arizona. In 1993, there were over 70,000 middle and high school youth using tobacco. Cigarette smoking during pregnancy accounts for 20 – 30% of low-birth-weight babies, up to 14% of pre-term deliveries, and about 10% of all infant deaths. In 1995, as a result of the Tobacco Tax Initiative, the Arizona Legislatures authorized the Arizona Department of Health Services (ADHS) to develop and fund tobacco prevention and cessation programs. The Maricopa County Department of Public Health (MCDPH) is funded by ADHS to identify effective strategies and implement school-based tobacco use prevention services for Maricopa County as part of the MCDPH comprehensive tobacco control program.
