64. ACCEPT RYAN WHITE GRANT FUNDS FROM THE HEALTH RESOURCES AND SERVICES ADMINISTRATION FOR LIFE SAVING MEDICAL AND SUPPORT SERVICES Approve the acceptance of grant funds from Health Resources and Services Administration (HRSA) in the not-to-exceed amount of $11,432,797. The grant will provide continued lifesaving medical and support services to people living with HIV/AIDS (PLWHA). The award period begins on March 1, 2025, and ends February 28, 2026. This grant award is reoccurring and has been awarded to the Department for decades. This is a non-competing continuation opportunity and there is no cash or in-kind match required. This is not a mandated service but provides a benefit to citizens of Maricopa County by providing health and support related services for approximately 5,000 PLWHA. Should the grant cease, on-going contributions will not be required. The MCDPH indirect rate for FY25 is 15.79%. Sub-recipient awards will total approximately $9,717,877 and are not subject to indirect cost. The administrative award will total approximately $1,714,920. As such, the full indirect costs of this award are estimated to be $233,859.46. All program costs are allocated to the grant and there will be no burden on the department’s operating budget. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. Approval of this action does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. (C-86-25-012-X-00)
